- Description
- NASA/KSC has a requirement for OS/Comet Software License and Maintenance. This procurement is for additional OS/COMET licenses for the Ground Systems Development and Operations (GSDO) Advanced High-fidelity LCS Emulator (GAHLE) to be deployed at Marshall Space Flight Center (MSFC) Software Integration Lab (SIL). The Spaceport Command and Control System (SCCS), of which LCS is a part, is continuing to utilize OS/COMET and requires licenses and maintenance for GAHLE through 2015 and into 2016 (maintenance is valid for 1 year). NASA/KSC intends to purchase the items from Harris IT Services Corporation. In accordance with the authority in 10 U.S.C. 2304(c) (1) and FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The requested licenses and maintenance are specifically designated to be compliant with the existing licensed software products, operating systems, and hardware platforms. The Government intends to acquire commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Ty Jean-Louis at email address: ty.jean-louis@nasa.gov no later than 3:30 p.m. local time April 17, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
