- SYNOPSIS: This is synopsis in accordance with FAR 5.203(a) to satisfy the requirement to issue a 15 day public notification prior to the issuance of the FINAL solicitation HC1047-R-14-0005 for the United States Cyber Command Omnibus Contract. THIS NOTICE IS NOT A SOLICITATION (RFP, RFQ, IFB, etc.). As such, proposals will not be accepted in response to this posting. A FORMAL Request for Proposal will be issued on or before April 30, 2015. No questions or telephonic inquiries will be entertained at this time. Background: United States Cyber Command (USCYBERCOM) requires Contractor support to assist in its mission. The USCYBERCOM plans, coordinates, integrates, synchronizes, and conducts activities to direct the operations and defense of specified Department of Defense (DoD) information networks (DoDINs). Its mission is to prepare, and when directed, conduct full-spectrum military cyberspace operations to enable actions in all domains, and to ensure United States (U.S.)/Allied freedom of action in cyberspace and deny the same to our adversaries. USCYBERCOM has three (3) main focus areas: 1. Defending the DoD Information Networks (DoDIN); 2. Providing support to combatant commanders (COCOM) for execution of their missions around the world; and 3. Strengthening our nation's ability to withstand and respond to cyber-attacks. To achieve its mission, the Command has a need to procure the support services of Contractors who shall assist the Government with providing information technology (IT) solutions for activities throughout all operating levels of all customer organizations in support of all functional requirements including but not limited to: Command and Control (C2), Intelligence, and Mission Support Areas, and to all elements of the DODIN and Joint Information Environment (JIE).
