Description
CONSTRAINTS The following constraints apply: a. Requires the Contractor to comply with Government technical direction; b. Requires all documents and advisory assistance be in compliance with the Federal Acquisition Regulation (FAR) and Department of State Acquisition Regulation (DOSAR), as well as other DoS standards, policy, procedures and guidelines and compliance with applicable international and country-specific laws, guidelines and regulations; c. Requires the Contractor to provide project management support in accordance with standard Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) methodologies. d. Requires the Contractor to not conduct themselves or convey information that will give the appearance that the Contractor is a Government representative or is authorized to make decisions on behalf of the Government; e. Requires the Contractor to comply with all DoS guidelines to protect classified and sensitive information and equipment; and f. Requires the Contractor to perform in a fiscally constrained environment with many uncertainties which will result in the Government incrementally funding the contract. SCOPE The purpose of the contract is to support the improvement of CA's business practices by promoting a culture that values excellence in leadership, management, and innovation, and that demonstrates the Consular Leadership and Management Tenets. The Contractor shall provide high quality leadership and management program advisory assistance to CA and other Bureaus that have expressed interest in similar initiatives. The Contractor shall conduct specialized research and analysis to determine the value and applicability of best practices associated with long term organizational planning, operations management, innovation, organizational leadership, and general program management support. The Contractor will also assist in designing and executing comprehensive communications strategies and change management strategies that will ensure successful, sustainable implementation of any initiative. The Contractor shall also support the development of metrics that support the CA Management Framework and enable data-driven decision making at all levels of the organization. The Contractor shall design, develop, and conduct a full training curriculum on the leadership and management tools designed by the Contractor and on the CA Leadership and Management Tenets. The work may be conducted both domestically and at overseas locations. OBJECTIVES OBJECTIVE 1: CA's Leadership and Management Excellence Program The Contractor shall provide advisory, program management and change management, training and communications support to enable CA to advocate for the importance of growing a culture of leadership and promoting the CA Management Framework and other leading management practices. The Contractor shall design, develop and conduct learning development for leadership and management tools and techniques both domestically and at overseas locations as well as develop and execute a comprehensive communications strategy. The Contractor shall support innovation programming that will solicit new ideas and solutions to business challenges. The Contractor shall also support the development of metrics that support the CA Management Framework and enable data-driven decision making at all levels of the organization. The Contractor shall direct multiple work streams, and oversee the work and resources of its personnel. The Contractor shall simultaneously oversee multiple engagements/projects which may involve a single or several work locations. The Contractor shall direct the completion of projects and apply experience in process analysis and redesign, financial management, performance measurement and management, strategy, risk management, organization design/workforce planning or a related functional business field. The Contractor shall interface with multiple stakeholders (including outside agencies, other DoS bureaus, etc.) on engagement and/or program-related issues and direct communication across the program and with key stakeholders. The Contractor shall work with Government personnel in performing contractual and operational supervision for multiple projects providing consultation and advice related to resource management, cost control, performance-based budgetary tracking, and strategic planning for CA. The Contractor shall lead a cohesive team, clarify the goal of the project based on input from stakeholders, and keep all of the team members focused on project requirements, their independent roles, and contributions to the project. OBJECTIVE 2: Promote Leadership and Management Excellence in CA and Across the Department The Contractor shall provide project and change management support for business process improvement, planning, and performance management tasks, for programming similar, but not limited to, to work stated above in Objectives 1 and to any Department of State office. Change management means defining and implementing procedures and/or technologies to deal with changes in the business environment and to benefit CA from changing opportunities. The Contractor shall develop a systematic approach to dealing with change, both from the perspective of CA as an organization and the contract level. The Contractor shall approach change management in at least three different aspects, including: adapting to change, controlling change, and effecting change. The Contractor shall facilitate project management processes for CA and perform in-depth studies to determine optimum program plans as well as deliver monthly status reports to 1CA. The Contractor shall advise the Government on ways to re-engineer agency processes in need of improvement and strategically align program and team with CA's business objectives and methodologies, and then deliver sound, technologically advanced solutions for business transformation efforts. The Contractor shall maintain/upkeep/provide reporting for the 1CA website which requires the following special knowledge requirements: • High-level of proficiency with Microsoft software and applications and an advanced level of file organization skills • Maintaining a shared network drive • Excellent organizational, communication, and writing skills • Website development, maintenance, performance reporting. Please identify potential problem areas, and provide recommendations for industry standards. The Government believes industry feedback is important, and is receptive to any and all ideas from industry which would result in limiting unnecessarily constraining requirements, realizing possible cost savings, or highlighting potential technical or contractual problem areas associated with this requirement. Any comments provided should not be viewed as a vehicle for presenting a specific approach or product intended to be proposed but as an opportunity to identify capable firms. All interested business concerns shall identify their interest by providing the company name, capabilities, mailing address, phone number, and electronic mail address to the contracting office. Replies are not mandatory. Replies will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal Requests for Proposals. The use of information received from industry to complete final statements of work and resulting solicitation documents will be at the discretion of the government. Any subsequent solicitations will be synopsized prior to its release. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The government will not critique a potential offeror's information and the RFI should not be used by offerors to market their services. The Government does not intend to pay for the information solicited and will not recognize any costs associated with submission of the RFI. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. This Sources Sought announcement/market survey questionnaire information will be used for preliminary planning purposes. Respondents will not be notified of the results of the evaluation. NOTE: All contractors doing business now or in the immediate future with the Federal Government must be registered in the System for Award Management (SAM) database, Central Contractor Registration (CCR) database, and On-Line Representations & Certifications Application (ORCA). The websites for registration are www.sam.gov, www.ccr.gov and www.bpn.gov, respectively. All contractors interested in obtaining a copy of the anticipated future solicitation must be registered in the Government Point of Entry (GPE)-FedBizOpps (FBO) system at www.fbo.gov.
