- SUBJECT: Notice of Web Publishing of Sources Sought Notice SP0600-15-R-0144 under DLA Energy P.P. 1.1m, Domestic Bulk Fuels Program for Foreign Military Sales This Sources Sought Notice (SSN) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the DLA Energy. The purpose of this SSN is to identify qualified Small Businesses, 8(a) Small Businesses [including Small Disadvantaged Businesses (SDB), Women-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB)] that are interested and capable of providing for the Bulk Fuel requirement for DLA Energy FEBAA. This SSN covers the bulk fuels requirement for DLA Energy FEBAA. Sources of supply must provide product at a port on the East or Gulf coasts of the United States, Puerto Rico, or the Virgin Islands. Product fuel shall be transferred from the refinery to a seashore storage facility and to the ocean tanker by pipeline intended for the applicable product. Lightering is not permitted. Potential sources of supply must be capable of loading a tanker up to 333,000 barrels or 14,000,000 USG. The Government anticipates award of an Indefinite Delivery/Indefinite Quantity Type, Fixed Price with Economic Price Adjustment contract resulting from this announcement. The total estimated quantities for SP0600-15-R-0144 are as follows: Base Period: October 1, 2015 through September 30, 2016, with a 30-day carryover Turbine Fuel, Aviation, JP8, NSN: 9130-01-031-5816, 84,000,000 USG Diesel Fuel Oil, EN590, NSN: 9140-99-910-0459, 28,000,000 USG Gasoline, Automotive (Low Sulfur), EN228, NSN: 9130-01-423-0939, 14,000,000 USG Option Period: October 1, 2016 through September 30, 2017, with a 30-day carryover Turbine Fuel, Aviation, JP8, NSN: 9130-01-031-5816, 84,000,000 USG Diesel Fuel Oil, EN590, NSN: 9140-99-910-0459, 28,000,000 USG Gasoline, Automotive (Low Sulfur), EN228, NSN: 9130-01-423-0939, 14,000,000 USG The deadline for responding to this SSN is April 21, 2015.
