Description
Tenant Renovation in Secure Spaces (TRSS) W9128F-15-R-0005 This procurement will be issued in accordance with FAR 4.403 and DFARS PGI 204.403. Offerors must have a valid U.S. Facility Clearance Level (FCL) at the SECRET level or higher in order to respond to the RFP, because the RFP includes contract plans, specifications and drawings that are classified at a level which will be released only to Offerors possessing the appropriate clearance. All classified material must be handled in accordance with the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220-22-M) and Industrial Security Regulation (DoD 5220.22-R). The solicitation will be issued on an UNRESTRICTED basis under North American Industry Classification System (NAICS) code 236220. The corresponding SBA size standard is $36.5 million. This procurement is for an Unrestricted Multiple Award Task Order Contract (MATOC) with a total contract capacity of $95,000,000.00. The Government intends to award up to four firm-fixed price contracts through this acquisition. The solicitation process for this RFP will occur in two steps. In Step I, the Government's objective is to receive and verify potential Offerors' security clearances. Upon release of the solicitation, Offerors will be required to respond in Step I by providing verification. Offerors shall submit the SF 1442, completing blocks 14, 15, and 20, along with a memorandum on company letterhead verifying the following: 1) Their firm has the required U.S. Facility Clearance level of SECRET; 2) Personnel who will perform on site at the embassy locations currently have U.S. Security Clearances of TOP SECRET; 3) CAGE Code; 4) The name(s) of authorized individual(s) to speak on behalf of the firm and signature(s) of those individuals; 5) Contact information for the Offeror's Facility Security Officer. If the Offeror is a Joint-Venture, Offeror must also submit their Joint-Venture agreement. Responses to the Step 1 Security Verification Process of the soliciation are anticipated to be due within 10 calendar days. The solicitation will include the exact date/time for response to the Step I Security Verification Process. The work will consist of construction activities for facility renovations and repair requirements located in U.S. embassies worldwide with a heavy emphasis on renovations in secure spaces and shall include, but not be limited to, repair, enhancement, maintenance, and incidental demolition of facilities, utilities, real property systems, and other infrastructure requirements. Projects will not be design-build, as each project will be fully designed. The anticipated contract ordering period is five years (a three-year base, with a two-year option period). The Place of Performance will be stipulated in the Step II Solicitation. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update.
