- NASA Headquarters intends to purchase services from Smart Global Solutions, JV LLC (SGS) on a sole surce basis and to increase the maximum ordering value by $11.0M from $134.9 million to $145.9 million and extend the ordering period for six months through January 31, 2016 of the Sponsored Research and Education Support Services (SRESS) Indefinite Delivery Indefinite Quantity (IDIQ) Contract (NNH10CC97C). Quantities ordered under this contract have exceeded estimates, and it is anticipated that the amount ordered under the contract will reach the maximum order value in the September/October 2015 timeframe. The government is currently working on awarding a follow-on procurement which is not expected to be awarded until the end of fourth quarter CY15/beginning of first quarter CY16. This increase in value and extension are needed to ensure continuing performance of critical support currently provided through tasks orders issued under the SRESS contract, avoid unnecessary duplication of effort, and to allow sufficient time for the follow-on competitive contract to be awarded. SGS, as the current incumbent, is the only responisble source qualified to perform this requirement due to its current performance of tasks related to numerous services such as managing, operating, and maintaining the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) (the agency's single solictiation, proposal, and peer-review decision support system); providing data to TechPort (an electronic tool operated by the Office of the Chief Technologist); planning, developing, and announcing electronic solicitations to the research community; and receiving and safe-guarding electronic proposals submitted by the research community. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. EST on April 14, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
