- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with NicheVision Forensics, LLC, 526 S. Main Street, STE 714G, Akron, OH, 44311-4436 who is the sole US Distributer of Institute of Environmental Science and Research Limited, Private Bag 50348, Porirua 5240, New Zealand. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 511210, Software Publishers; the size standard is $38,500,000.00. A new software product, STRmix, has been developed by the Institute of Environmental Science and Research (ESR) with new algorithms and biological and statistical strategies that enable full utilization of all DNA typing results, including those encountered in the most challenging forensic samples. The software automates the manual interpretation process that examiners perform and thus significantly reduces analysis time. Automation of interpretation removes all elements of subjectivity and has been demonstrated to promote consistent interpretations among examiners within a casework unit. The STRmix is a requirement of the FBI to ensure full utilization of all DNA typing results. STRmix software will resolve previously unresolved mixed DNA profiles including DNA mixtures of up to four individuals via a fully continuous approach for DNA profile interpretation. NicheVision Forensics, LLC is the sole US distributor of STRmix that is developed and manufactured by the Institute of Environmental Science and Research and is the only vendor that can meet the needs of the FBI of this proprietary software. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by NicheVision Forensics, LLC as they are the sole US distributor of STRmix that is developed and manufactured by the Institute of Environmental Science and Research. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, April 6, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
