- A. Sources Sought Notice: HHS-NIH-NHLBI-CSB-AR-2015-050-KEW B. Title: NIAMS Information Technology (IT) Security Support Services. C. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. D. Information: 1. Background The National Institute of Arthritis and Musculoskeletal and Skin Diseases' (NIAMS) mission is to support research into the causes, treatment, and prevention of arthritis and musculoskeletal and skin diseases, the training of basic and clinical scientists to carry out this research, and the dissemination of information on research progress in these diseases. The NIAMS Chief Information Officer‘s (CIO) vision is to "Provide cutting edge Information Technology to enable our NIAMS colleagues to meet our mission." To do so, NIAMS must provide a technologically advanced IT environment for the scientists and administrators of NIAMS that supports their current work and facilitates moving NIAMS research and training efforts to the next generation. The proposed acquisition is a requirement that supports the Scientific Information Technology Branch (SITB), National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), National Institutes of Health (NIH). To meet the IT requirements, NIAMS has a staff of information technology professionals who are tasked with the information technology functions: design and maintain software, administer corporate email, administers systems, and provide hardware and software support and maintenance. In order to assist NIAMS on meeting agency missions and objectives, the Government must augment its existing staff with contractor support. 2. Purpose and Objectives NIAMS IT services and applications must comply with The Federal Information Security Management Act of 2002 (FISMA); Office of Management Budget (OMB) policies and procedures; and the National Institute of Standard and Technology (NIST) standards, guidelines and associated methods and techniques for providing adequate information security for all information systems that support the operations and assets of the agency. To comply with the Act, NIAMS requires IT security documentation services support, security program management support, comprehensive Security Assessment and Authorization (SA&A) analysis, preparation and management support, continuous diagnostics and mitigation (CDM) support, and related IT security services necessary for the success of the NIAMS IT Security Program. 3. Project Requirements See attachment 1: Statement of Objectives (SOO) 4. Anticipated Period of Performance May 2015 through April 2020 5. Capability Statement Small business concerns that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer. The capabilities statement must specifically address each contractor requirement separately. The capability statement should include: a. Evidence of the ability to provide the services as listed under section 3: Project Requirements, attachment 1 SOO section 5 Tasks; evidence to meet the requirements as stated in Project Requirements, attachment 1 SOO section 6 Experience, Expertise, Training and Related. b. The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the North American Industry Classification System (NAICS) code: 541513, Computer Facilities Management Services, Small Business Size $27.5M. c. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. 6. Other Important Considerations: None 7. Submission Instructions: a. Page limitations: The capability statement shall not exceed 10 single-sided pages (including all attachments, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. b. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. c. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Kyle Wisor, Contract Specialist, at kyle.wisor@nih.gov in either MS Word or Adobe Portable Document Format (PDF), by April 3rd, 2015 9:00 AM, EASTERN TIME under Solicitation Number: HHS-NIH-NHLBI-CSB-AR-2015-50-KEW. FAXES ARE NOT ACCEPTED. d. All responses must be received by the specified due date and time in order to be considered. E. Conclusion: (1) Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. (2) Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
