- Description
- Construction efforts to implement a steam decentralization utility energy services project at Marine Corps Base, Camp Lejeune. The work to be performed provides for installation of new energy efficient space and domestic water-heating systems, and the removal of existing steam equipment and distribution infrastructure at Hadnot Point and French Creek, Courthouse Bay, and Marine Corps Air Station New River. This implementation will allow the U.S. government to effectively improve the efficiency, maintenance and reliability of systems located in the aforementioned facilities and reduce its energy consumption resulting in utility cost avoidance and compliance with mandatory laws and statutes to reduce energy consumption. Work will be performed in Jacksonville, North Carolina, and is expected to be completed by April 2017. The amount of the contract is estimated to be approximately $37,898,833 with financing provision. No funds were obligated with this award. The contract was procured under the authority of Title 10 U.S. Code Section 2304(c)(5), statute expressly authorizes or requires that the acquisition be made through another agency or from a specific source, as implemented by Federal Acquisition Regulation 6.302-5. The Energy Independence and Security Act of 2007 authorizes agencies to use appropriations, private financing, or a combination to comply with its requirements for utility energy service contracts for evaluations and project implementation. For this project, the Marine Corps has agreed to pay for the costs of services and construction from project financing which will be obtained by Piedmont Natural Gas Company Inc. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-15-C-7701).
