- PURPOSE The Naval Sea Systems Command (NAVSEA) is hereby issuing a Request for Information (RFI) on behalf of the Directed Energy and Electric Weapons Program Office (PMS 405), the Office of Naval Research (ONR), and the Office of the Secretary of Defense (OSD), from all potential sources on fire control sensor options, including architectural innovations and lessons learned that could be applied to a multi-mission railgun weapon system to support detect, track and engagement of a broad spectrum of threats. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. DESCRIPTION The RFI focuses on recommended options for sensors or sensor upgrades through technology advancements, new sensor and single sensor architectures, or an overall mixed sensor architecture with the performance capabilities of interests. The Navy requests industry inputs related to architectural constructs and approaches that might be incorporated into a future railgun weapon system. Inputs should relate to one or more of the following. 1. Ability to track targets at extended ranges. Details to be provided at Industry day. 2. Electronically scanned coverage (FOV) of greater than 90 degrees in azimuth and elevation. 3. Measurement, tracking, and engagement of targets 4. Environmental clutter rejection (weather, surface, biological). 5. Support raid handling for target engagements 6. Simultaneous tracking of inbound and outbound targets 7. Enhanced battle damage assessment 8. Improved resistance to technical and tactical countermeasures. 9. Low latency data 10. High data rate tracking and data collection 11. Maturity sufficient to support risk-reduction and capability demonstration in the 2018 timeframe using existing sensors 12. Maturity sufficient to deliver operational capability in the 2020 to 2025 timeframe or sooner. RESPONSES Responses should be limited to 15 pages or less (not including any drawings or sketches) and may be unclassified or classified up to SECRET. A detailed proposal is not requested. Responses should indicate enough detail for assessment of potential Navy interest. Unclassified information and responses should be emailed to SensorRFI@navy.mil. Naval Surface Warfare Center, Dahlgren Division Processing Center 6146 Tisdale Rd, Suite 237 Dahlgren Virginia, 22448-5158 The following information is requested (please include if the information is an estimate or based on actual data). 1. A text description of the key attributes of the concept or approach being suggested. 2. Technology Readiness Level (TRL) and risk assessment (where applicable) to include a. overall TRL and associated readiness date with substantiating evidence applicable to precision fire control b. TRL of major system components and interfaces with substantiating evidence. 3. System considerations (where applicable) to include a. a description of system dependencies in the areas of sensor capability, b. potential integration issues/advantages to current US Navy Combat and Other Department of Defense sensors/systems, and c. potential fielding concepts and impacts to logistics (where applicable). 4. Potential for multi-mission application. 5. A rough order of magnitude (ROM) cost estimate broken out by life-cycle phases for concepts, and where applicable, an assessment of affordability improvements for the approach. 6. An estimated schedule for integration, procurement, and fielding. Responses are requested by 4:00 PM (EST), on April 23, 2015. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NAVSEA's strategic planning. Acceptable formats include printed documents, Adobe PDF, Microsoft Word, and Microsoft PowerPoint. Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. This RFI in no way binds the Government to offer contracts to responding companies. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. This RFI is the initiation of market research under Part 10 of the Feral Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. INDUSTRY DAYS The Navy will host 2 industry days on 25-26 February 2015 at 17211 Avenue D, Suite 160 located at the Naval Surface Warfare Center (NSWC), Dahlgren Virginia. The Navy will provide a two (2) hour classified briefing at the SECRET level on the first day that will discuss the Railgun program objectives, an overview of the threat, and anticipated sensor performance requirements. After the briefing, one-on-one sessions will be offered to industry partners. One-on-one sessions are intended to facilitate a better understanding of the concept or approach of industry partners and to improve the utility of the responses but are not required. Industry partners wishing to participate in the industry days and a one-on-one session with the government, must pre-register with Delpha Nichols delpha.nichols.ctr@navy.mil - (202) 741-1400 via email no later than 18 February 2015, 5:00PM Eastern. Registration will be confirmed via a responding e-mail and failure to register will prohibit admittance. Participants must represent a U.S. company and a bona fide US Department of Defense (DoD) contractor. Participants must be US Citizens holding a security clearance at least at the SECRET level. Each of the assigned one-on-one sessions will be limited to one hour. In these sessions, approximately half of the time will be allowed for industry or an organization to deliver an overview briefing of their concept, approach, or architecture suggestions, and the remaining half of the session will be dedicated to a question and answer session. If a company or organization is assigned a one-on-one session, the Navy will expect delivery of an electronic copy, unclassified and/or classified, of their briefing materials forty-eight (48) hours before the start of the Industry Day. Each company or organization making a presentation will also be requested to provide six (6) hard copies, unclassified or classified, of the presentation at the start of their one-on-one session. Due to space considerations, the Navy must limit participation on both days to no more than five (5) people from each responding company, business unit, or organization. Further, it is requested that industry partners ensure their selected participants be intimately familiar with the technical aspects of the concept or approach that will be briefed during an assigned one-on-one session. The one-on-one sessions will be conducted at the SECRET level (see NOTE below). Those attending one-on-one sessions must be a US Citizen holding a security clearance at least at the SECRET level. Security clearances must be submitted to NSWC Dahlgren, Building 1705 Visitor Access Control via the Joint Personnel Adjudication System (JPAS) or a Visit Request via FAX as described below. NOTE: If a responding company or organization would like to brief at a classification level above collateral SECRET during a one-on-one session, please contact Delpha Nichols after receiving a confirmation of your company's scheduled one-on-one session so appropriate arrangements can be made. Classified note taking will NOT be allowed. During industry day, a company may request a copy of the classified presentation be mailed to their facility. An approved classified mailing address, point of contact, and phone number must be provided.
