- NOTICE OF INTENT TO USE OTHER THAN FULL AND OPEN COMPETITION The U.S. Government currently occupies office and related space in a building under lease in Kingsport, TN, that will be expiring. The government requires office and related space yielding a minimum of 20,500 ANSI/BOMA office area (ABOA) square feet. Minimum ABOA square feet: 20,500 Maximum ABOA square feet: 23,000 The lease term requirement is for 3 years. The space must be available for occupancy by 5/01/2015. The delineated area is: North: Stone Dr. East: John B. Dennis Hwy South: John B. Dennis Hwy West: Interstate 181 Other applicable requirements include the following features: • General Location Requirements: o Not located within the immediate vicinity of railroad tracks or near a roadway which presents hazards to customers of the agency. • General Design Requirements: o Overall dimensions of the space shall have a max length to width ration of 2 to 1. o Space must allow maximum flexibility for furniture placement, i.e. few or no columns or other obstructions and rectangular in shape with no curves or large open areas. o Columns must be at least 20 feet from any interior wall and from each other and no more than 2 ft square. o Street-level contiguous (same floor) space is preferred. o Contiguous upper-floor space on one floor that has handicapped accessible elevator service is an acceptable alternative. • General Parking Requirements: o Sufficient general parking as specified by local code requirements. o. • General Security Requirements: o Separate employee entrance providing ingress to the space without going through a reception area. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements, and telecommunications infrastructure, and non-productive agency downtime. Include whether expected rental rate includes the cost of the required Government parking (if any) • Energy efficiency and renewable energy features existing within the building • List of building services provided The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
