J- PROVIDE ANNUAL LIFE RAFT AND RESCUE BOAT INSPECTION FOR NOAA SHIP RONALD BROWN. NOTICE DATE: APRIL 2, 2015 Notice Type: Pre-Solicitation NAICS: 238990 ALL OTHER SPECIALTY TRADE CONTRACTORS Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to provide annual life raft and rescue boat inspections for the NOAA Ship Ronald Brown. Provide all services listed in Statement of Work. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 238990 All other specialty trade contractors.. See attached solicitation; the responses due date is April 16, 2015 at 11:00 am EDT. The total period of performance for all work is July 1, 2015 through July 10, 2015. These dates are fluid and will be set closer to the target start date. Evaluation factors for Award The Government will issue a firm fixed price purchase order to the responsible vendor whose quote, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations: Past Performance: Vendors shall provide a minimum of three jobs of similar scope and size within the past three years. Price: Vendors will be evaluated on the basis of low price in conjunction with past experience. Past Performance is slightly more important than price. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about April 20, 2015. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
