Description
This Sources Sought Synopsis is in support of Market Research being conducted by the Veterans Administration to identify potential contractors and to determine if this effort can be competitive or a Small Business Set-Aside. This notice is not a solicitation, nor is there one out at this time. This Special Notice is a Sources Sought Notice for elevator maintenance and repair service of 22 elevators at the Northport VA Medical Center for the remainder of fiscal year 2015, ending September 30, 2015. The Northport VAMC is located at 79 Middleville Road, Northport, NY 11768-2200. See attached elevator listing for more information about the elevators. This requirement will be awarded as a Firm Fixed Price contract, either on the open market or as a Federal Supply Schedule task order. The NAICS is 238290 with a small business size standard of $15 Million. Scope: The contractor shall provide required testing, inspection, repair and preventive maintenance for all elevators, dumb waiters, and their associated components, hydraulics, doors, tracks, controls/buttons, cab and emergency lighting, cables, oilers, drive motors, jacks, and rails. The contractor shall inspect and service in accordance with the manufacturer's recommendations, prevailing industry standards and local, state, and national codes. All tests required for state/local certification and licensing including the five (5) year full load test will be included. The contractor shall coordinate and bear the cost of annual third party elevator certifications for all applicable Northport VAMC facilities. The contractor shall provide 24 hour, 7 days per week including holidays, coverage within 4 hour response time maximum if contractor service is requested. The contactor shall furnish all necessary labor, equipment, tools, materials, and supervision for servicing on an emergency basis as needed for repair of all elevators on station, in accordance with all terms and conditions, provisions, schedules and specifications. During the contract period, the VA will require services of the contractor and will issue task orders to be completed by specific job. The contract will be for a period of up to six months from date of award through September 30, 2015. Background: The Northport VAMC does not have qualified personnel or resources to perform emergency elevator maintenance, repairs, and supports services in house to the various elevators and elevator systems at the Northport VAMC. Recently, three elevators have failed to operate and have been taken out-of-service. The reasons for the elevator failure are unknown and will remain out-of-service until troubleshooting can be performed and repairs can be made by a qualified elevator contractor. Requirements: 1. The performance of the emergency elevator maintenance, repair, and support services should be performed Monday through Friday (8am-4:30pm). 2. Upon completion, the emergency elevator maintenance, repair, and support services shall be inspected by the Electric Shop Supervisor. 3. A copy of the report of installation acceptance shall be submitted to the Chief, Engineering Service. 4. All work and inspections shall be coordinated with the Electric Shop Supervisor. 5. The Contractor shall show valid ID at police check point for access to the facility's repair site. Instructions: To be eligible for award, responding firms must be registered in the System for Award Management (SAM).
