- 1. Introduction The NextGen Integration and Evaluation Capability (NIEC) located at the Federal Aviation Administration William J. Hughes Technical Center near Atlantic City, NJ has a requirement to upgrade its current Cockpit Simulator to a Reconfigurable Cockpit Simulator for multiple aircraft types. 2. Period of Performance The anticipated period of performance is 36 months from issuance of notice to proceed. 3. Set-aside This procurement is a full and open competition. The applicable NAICS Code for this procurement is 333318 “ Other Commercial and Service Industry Machinery Manufacturing with a size standard of 1000 employees. 4. Standard Language This Solicitation is a Request for Offer (RFO) based on the Government ™s overall objectives, and the offeror ™s required support to achieve those objective. The offeror will use the SIR/SOO as a basis for preparing a proposed statement of work (SOW). The SOW will be submitted as part of the proposal and will become an attachment to the contact at award. The Government will not be liable for any costs associated with the submittal of a response to this SIR/SOO. 5. A mandatory site visit is scheduled for April 8, 2015 9:00AM to be held at the William J. Hughes Technical Center. All interested vendors must confirm attendance to the site visit by e-mailing their confirmation to Kimberly.a.knight@faa.gov no later than April 6, 2015. Offerors are advised that a maximum of (2) people per perspective vendor may participate at the site visit. All parties will meet at the William J. Hughes Technical Center, Security Operation Center, Atlantic City International Airport, New Jersey 08405. 6. Delivery Requirement Responses to this SIR are due to the Contracting Officer via email at Kimberly.a.knight@faa.gov by 3:00 PM EST on Wednesday April 29, 2015. Late proposal will not be considered. All questions must be emailed to the Contracting Officer at Kimberly.a.knight@faa.gov by 1:00 PM EST Wednesday April 15, 2015. 7. Attachments Solicitation No. DTFACT-15-R-00010 is attached.
