Amendment 02 cancelled Amendment 01 in it's entirety. ********** End of Amendment 03 ************ ********** Amendment 02 ********** The purpose of this amendment is to withdraw the restrictions imposed by Amendment 01. ********* End of Amendment 02 ********* ****** Amendment 01 ******* The purpose of this amendment is to incorporate the following: It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the Rhode Island District Office, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NACIS code. All other 8(a) BD Participants are deemed ineligible to submit offers. ***********End of Amendment 01 ************ Chemistry Laboratory Renovation, Phases 2 through 6, at the US EPA, NHEERL, Atlantic Ecology Division, Narragansett, Rhode Island Facility. The U.S. Environmental Protection Agency (EPA), National Health and Environmental Effects Research laboratory (NHEERL), Region 1, Atlantic Ecology Division, Narragansett, Rhode Island has a requirement for an indefinite-delivery, indefinite-quantity (IDIQ) contract to provide construction and/or renovations of the NHEERL laboratory. The construction and/or laboratory renovations are expected to be accomplished in six (6) major phases so as to maintain the continuity of research activities, with one or more task orders being issued to cover each phase. In addition to these major phases, task orders may also be issued for additional projects which are incidental to the addition and laboratory renovations. Below is a brief description of the construction and/or renovation phases. This acquisition is being conducted as a competitive 8(a) set-aside in accordance with Section 8(a) of the Small Business Act and FAR Subpart 19.8. {Phase 1 has been completed and will not be included in this IDIQ contract. However, some of the anticipated construction in Phases 2 through 6 may be connected to work accomplished in Phase 1.} {Phase 2 - Chemistry Lab Renovation, Phase 2 includes the renovation of the remaining Chemistry Labs. This phase also includes renovation of offices in the Phase 2 area and the replacement of three (3) cold storage units and HVAC and electrical work that connects to the Phase 1 Chemistry Lab Renovation work. Options for this phase include renovations of restroom facilities and Mail Room areas.} {Phase 3 - Wet Lab Renovation, Phase 3, includes HVAC, electrical, and modernization of the Wet Lab spaces similar to the Chemistry labs renovations. Phase 3 also includes retrofit of office space into IT server space.} {Phase 3A includes the renovation of the Administration Building (Bldg. #1) and the remodeling of the old lobby space in the Administration Building into a conference room. Phase 3A includes HVAC and electrical system replacement.} {Phase 4 - Sustainable Master Plan, Phase 4, encompasses the implementation of site specific recommendations of the 2004 Sustainable Master Plan prepared for the facility. Phase 4 includes renovation of the wood cottage office space into a Learning Center with near net-zero energy use.} {Phase 5 - New Conference/Wellness Center, Phase 5, includes construction of a new building to house a conference/wellness center in a specific location to be determined at a later date. Phase 5 includes renovation and expansion of Field Operations Building 27 to provide additional support services cold storage/office space.} {Phase 6 - Building #6, Phase 6 is the demolition and replacement of Building #6 which is a 38+ year old masonry structure that is used as a Hazardous Material Storage Building. After it is demolished, it will be replaced with either a pre-fabricated metal building or some other pre-fab type structure(s).} Award of a single 10-year, indefinite-delivery, indefinite quantity (IDIQ), fixed-price task order contract is anticipated. Specific requirements will be identified in written task orders issued by the Contracting Officer. In addition to rates and factors, the Government's evaluation of proposals will include an assessment of each offeror's project management plan, previous experience on projects that are similar in technical scope, dollar value and duration, and past performance record on projects that are similar in technical scope, dollar value and duration. All non-price evaluation factors, when combined, are approximately equal in importance to price. A draft of typical task order specifications and drawings will be included in the solicitation package, but a proposal will not be requested for this work. It is anticipated the solicitation will specify a minimum order amount of $1,000,000, a maximum order amount of $25,000,000 over the life of the contract. The Gove rnment intends to evaluate proposals and make award without discussions. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, the size standard for which is $33.5M. All responsible 8(a) concerns may submit a proposal. It is anticipated the solicitation, including the IDIQ Statement of Work will be posted on the www.FedConnect.net website on or about April 3, 2015. No hard copies will be available. Requests to attend the conference/site visit after this date and time may not be honored.
