- ALL OFFERS AND/OR QUESTIONS MUST BE DIRECTED TO KATHLEEN.CTR.VOSS@FAA.GOV IN WRITING. NO PHONE CALLS PLEASE. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC), Atlantic City International Airport, Atlantic City, NJ, has a requirement for Carbon Composite Aircraft Structures for Fire Testing. Scope of Work: The Federal Aviation Administration (FAA) Fire Safety Branch (AAR-440) is seeking to procure composite parts constructed from carbon fiber reinforced epoxy resin. These composite parts will be used to construct a representative composite aircraft fuselage section having a fire load and fuel distribution that approximates future and in-service aircraft. The resin system shall be a 350 degrees fahrenheit cured epoxy and the fiber reinforcement shall be high strength carbon fiber in woven fabric form. These structural composites shall be representative of the stringers and shear ties of composite transport airplanes (B787 and A350), both in lay-up and resin content. Table 1 displays the quantities of components desired. The stringers shall be 8 feet (2.44 m) in length, and be constructed to a nominal thickness of 0.09 inches (2.23 mm) and 0.12 inches (3.05 mm), and be shaped according to the drawing in Figure 1. The shear ties shall be 4 feet (1.22 m) in length, and be constructed to a nominal thickness of 0.09 inches (2.23 mm) and 0.12 inches (.305 mm), and be shaped according to the drawing in Figure 2. Note that the bottom of the mouse hole cutouts are recessed to allow for the stringers to fit so that the bottom surface of the stringer is flush with the bottom surface of the shear tie. All dimensions are nominal plus-minus 10%. Because these parts will undergo destructive (fire) testing without loading, visual inspection of the final parts by the vendor will suffice for quality control. The components shown in green in Figure 3 are objects of this procurement. The indicated material types are meant to be illustrative. Due to the proprietary nature of the resin formulations and ply structure of production and future composite parts, the exact specifications of these components in composite aircraft structure are unknown, so the FAA will rely on the expertise of the vendor to propose representative lay-ups and materials for the proposed components. The Contractor must provide all materials and other related items required to complete the project as per scope of work, specifications, and attached drawings. All work must be performed in accordance with the attached drawings and specifications. The anticipated Period of Performance is 4-6 weeks from date of award, to include delivery. This is a competitive, full and open procurement utilizing the Lowest Price Technically Acceptable process. The resulting contract will be a Firm Fixed Price Purchase Order. The North American Industry Classification System (NAICS) Code for this requirement is 313320, FABRIC COATING MILLS. The following timeline and submission requirements for this effort are indicated below. If a quote is submitted without all required information as stated in this section, the quote will be eliminated from further consideration and deemed ineligible for award. 1.)Timeline: A.Questions regarding this RFQ must be submitted to Kathleen Voss no later than 1:00 pm on April 8, 2015. B.Quotes must be submitted to Kathleen Voss no later than 1:00pm EST on April 20, 2015. OFFERS RECEIVED AFTER THAT DATE WILL NOT BE CONSIDERED. 2.)Delivery Requirements: Quotations must be submitted electronically and must comply as indicated below: (1)Confirmation that the offeror will complete the order within 4-6 weeks of contract award. (2)A Firm Fixed Price quote with materials and delivery priced separately. (3)An executed copy of the attached Business Declaration must be submitted along with your quote. (4)All Prospective vendors must be registered in the System for Award Management (SAM) website https://www.sam.gov/portal/publics/SAM) for consideration of this award. (5)Offerors are cautioned to read the attached Terms and Conditions carefully, as they will be incorporated in the final award. The FAA will not pay for any information received or costs incurred for preparing responses to this announcement. Therefore, any costs associated with a response to the RFQ are solely at the interested vendor's expense. A tiered evaluation of offers will be used in source selection, and offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. The CO will specify the tiered order of precedence for evaluating offers. An example of a tiered order of precedence is (descending in order): (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program. (b) Service-disabled veteran owned small business (SDVOSB); (c) Very small business; (d) Small business; and (e) Other than small business. Once offers are received, the CO will evaluate a single tier of offers according to the order of precedence specified above. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made with ample competition.
