Additional Attachments are added to the Draft RaPDS RFP RaPDS RFI Questions, Responses, and RaPDS DRAFT Request For Proposal Posted The Department of the Navy, Space and Naval Warfare Systems Command (SPAWAR), in support of the PMW 240 Sea Warrior Program Office, has a requirement for the Rapid Product Development and Sustainment (RaPDS) to develop, acquire, deploy, and sustain IT systems with full lifecycle support for the warfighter and business enterprise. The Government anticipates issuing the solicitation for the RaPDS Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple-Award Contract (MAC) as a Total Small Business Set-Aside (SBSA), using best-value/trade-off source selection procedures. The Government may elect to award multiple delivery order contracts or task order contracts for the same or similar supplies or services to two or more sources under this solicitation. The period of performance is expected to be a single five-year ordering period with three one-year option periods. Contract award is expected in 3rd quarter FY16 and the estimated dollar value is $300 million. All questions and/or feedback pertaining to this procurement should be submitted via email to Jack.May@navy.mil, with a copy to Lisa.Parker1@navy.mil no later than 25 March 2015. **************OLD RFI INFORMATION******************************* ***RaPDS Industry Day Attendees and RFI Response List Posted**** ***RaPDS Questions and Answers posted from initial RFI.**** ***RaPDS Industry Day Slide Posted *** ***RaPDS RFI extended to 01 December 2014. **** ***Industry scheduled for 19 November at 13:30-15:30. **** SPAWAR Program Executive Office Enterprise Information Systems (PEO EIS), Sea Warrior Program Office (PMW 240), Orlando, is issuing this Market Survey RFI for determining Small Business capabilities and is soliciting information from potential sources to provide products and services associated with the full lifecycle of various PMW240 programs (i.e., requirements analysis, analysis of Commercial-Off-The-Shelf (COTS) products, integration, testing and test support, implementation/deployment, sustainment and operations support, etc.). There are two systems that may be used for Sample Tasks in a Request for Proposal (RFP), should one be issued. These systems are the Navy Manpower Requirements System (NMRS) and the Department of Defense (DOD) Information Technology (IT) Portfolio Repository (DITPR)/Department of The Navy (DON) Application and Database Management System (DADMS). The Government anticipates this effort to be placed as a Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Contract (MAC) using Federal Acquisition Regulation (FAR) Part 15 (Contracting by Negotiation) procedures. Task orders will be issued under FAR Part 16.505 (Ordering) procedures. Some orders may be issued using FAR Part 12 (Acquisition of Commercial Items). Award is anticipated to no less than three (3) but no more than five (5) small businesses. The anticipated period of performance will consist of one five-year base period, with one three-year option period. The estimated value for the total contract period (base plus option) is approximately $300 million. The contract will include software development, configuration of a COTS product and integration with other SPAWAR IT systems, and software sustainment of various systems such as the NMRS and DITPR/DADMS proposed sample tasks.
