- The Naval Facilities Engineering Command, Southwest (NAVFAC SW), San Diego, California is announcing its intent to issue a Request for Proposal (RFP) for Marine Habitat Services for Contractors to provide Marine Habitat Surveys, Marine Habitat Maps, Transplant and Monitor Marine Habitats at Various Locations in Alaska, California, Oregon and Washington. This procurement will be issued as a 100% Small Business set-aside. Market research was conducted under Sources Sought Notice Number N62473-14-S-1422. The NAVFAC SW Small Business Office and the Small Business Administration Representative concur with this set aside determination. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 541690, Other Scientific and Technical Consulting Services- Biological Consulting Services. The Small Business Size Standard is $15 Million. The Government ™s intent is to issue a Multiple Award, Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with Firm-Fixed Price, Exhibit Line Items (ELINs) and Negotiated ELINs. Formal source selection procedures will be followed as prescribed by Federal Acquisition Regulation (FAR) Part 15 and DFAR Supplement as applicable. Fair opportunity will be provided for all resulting task orders in accordance with FAR 16.505(b). The resulting contract will be awarded for a base period of one year with four-one year option periods. The aggregate value of task orders issued under the resulting contract is expected to be $10 Million. Task orders are expected to be within $3,000 and a maximum of $650,000 range. The RFP will contain a detailed performance work statement describing the Government ™s requirements. The intent of the solicitation is to issue an award without discussions. The solicitation issue date is expected to be on or about April 17, 2015. The solicitation will be available by electronic media only and will be available for review and downloading at the Navy Electronic Commerce On-line and Federal Business Opportunity Websites at www.neco.navy.mil and https://www.fbo.gov/ respectively. There will be no paper copies of this solicitation issued. Amendments to the solicitation will also be posted on the NECO and FEDBIZOpps Websites. This will be the only method of distribution of the amendments; therefore, it is the offeror ™s responsibility to check the NECO and FEDBIZOpps Websites periodically for any amendments to the solicitation that may be issued. The closing date for receipt of proposals is expected to be May 19, 2015. Late proposals will be handled in accordance with FAR 15.208.
