Description
THIS IS A SOURCES SOUGHT NOTICE ONLY The purpose of this notice is to obtain information on Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB), 8(a), HUBZone, or Small Businesses (SB) interests, capabilities, and qualifications to determine if a set-aside is appropriate. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. Proposals are NOT being requested or accepted at this time. The Department of Veterans affairs, Great Lakes Acquisition Center, requests letters of interest from SDVOSB, VOSB, WOSB, 8(a), HUBZone, and SB CONSTRUCTION CONTRACTORS interested in performing construction work at the Edward Hines, Jr VA Hospital, located in Hines, IL. This project will use NAICS Code: 236220 - Commercial and Institutional Building Construction. The magnitude of construction for this project is between $20,000,000.00 and $50,000,000.00. Estimated Period of Performance: It is anticipated the Boiler Plant work would be performed over a period of thirty six months with construction activities beginning summer 2016. Project Description: The Edward Hines, Jr. Veterans Affairs Hospital intends to construct a new Central Boiler Plant that will house four new boilers and an emergency diesel engine generator. The structure is comprised of approximately 2,500 gross square feet of basement, 18,000 gross square feet of ground floor and 4500 gross square feet of mezzanine. Site improvements associated with the plant include access drives, parking areas, truck dock(s), security fencing, new fuel oil underground storage tanks (USTs), and a new partial underground water reservoir. The energy plant will be connected to the existing campus steam distribution system at various locations on campus via a cast-in-place concrete box conduit. The major equipment within the energy plant are four 35,000 pph steam boilers. Ancillary equipment included in the project are a tray type deaerator, condensate storage tank and pumps, water softeners, RO water treatment and storage, boiler feed pumps, heat recovery equipment, stack economizers, fuel oil pumps and underground storage tanks, chemical treatment system and pumps, box conduit leak detection, and domestic hot water heating. The existing physical plant, Building #5, will be decommissioned and demolished in its entirety once the new energy plant is fully commissioned and tied to the existing distribution system. A new reservoir must also be completed prior to demolition of Building #5. Interested sources shall submit the following: 1. Company name, address, point of contact, phone number, DUNS number, and business status. 2. Indicate the primary nature of your business, any teaming agreements or arrangements, self- performance and intentions of subcontracting program, including Set-Asides; 3. Documentation relating to capability of performance. Provide two (2) examples of projects similar in scope, complexity, and cost magnitude of project description above. 4. Letter from the surety regarding the maximum bonding capability for a single contract action as well as the total aggregate bonding capacity. Total submittal shall be no longer than (12) twelve pages in one.pdf file or word document. Responses are required to be sent via email to anne.vossler@va.gov, no later than 11:00am April 14, 2015. THIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered.
