- a. Provide certified officials and scorekeepers for the following sporting events: i. Evening Basketball League : (2) Two Officials and (1) One Scorekeeper per game (Regular Season) (3) Three Officials and (1) One Scorekeeper per game (Play-off Games) ii. Softball League : (1) One Umpire and (1) One Scorekeeper per game (Regular Season) (2) Two Umpires and (1) One Scorekeeper per game (Play-off Games) iii. Lunchtime Basketball League : (2) Two Officials and (1) One Scorekeeper per game (Regular Season) (3) Three Officials and (1) One Scorekeeper per game (Play-off Games) iv. Volleyball League : (1) One Officials and (1) One Scorekeeper per game v. Dodgeball League : (4) Four Officials and (1) One Scorekeeper per game vi. Flag Football : (3) Three Officials (Regular & Postseason) b. Provide the required number of sports officials, scorers and/or timers to officiate, keep score or perform timekeeping at the following scheduled and or rescheduled games. The contractor shall provide the required number of officials and scorekeepers for each scheduled contest as listed above. MCCS will provide the contractor with a schedule of intramural sporting events and tournaments at least (2) two weeks prior to scheduled start of play. i. Event Locations : Flag Football and Softball will be located at the Ft. Myer Softball Fields Basketball, Volleyball, and Dodgeball will be located at the Smith Gym c. Ensure officials will attend a scheduled sports clinic, conducted or sanctioned by the GPOA Executive Board, prior to the start of each intramural sporting event, to go over any rules/by-laws governing the upcoming intramural sport that is scheduled. The contractor shall submit a roster of attendance to the Contract Officer Representative, hereafter referred to as the COR, prior to the first scheduled regular season game. d. Ensure officials will comply with all Marine Corps Safety Standards and Requirements when officiating at Henderson Hall and rule on any point or situation not specifically covered with-in the by-laws. Safety requirements will be outlined within the by-laws of each sport. The by-laws will be distributed by the COR during the clinic, prior to the start of an intramural season. e. Ensure the head official shall notify the MCCS Athletic Office if a contest is protested; when a player is injured or if a player receives an ejection. Specific procedures to take will be outlined within the by-laws of each sport. Officials must report any player or coach that has been ejected due to the unsportsmanlike conduct or inappropriate behavior, both verbal and physical, towards players, officials or spectators. Officials will report any injuries. A detailed description of the situation, listing name of the player, rank, name/location of unit/department and why/what/how will be entered into the sports official book/score sheet, and in case of an ejection, a written statement must be submitted to the MCCS Athletic Office by the end of the next business day. f. Certify to the MCCS COR that contract performance has taken place for each scheduled and rescheduled game (provide details including the number and type of officials that performed at each game including type of game, date, time, and location of the game). The certification may take the form of a delivery or emailed invoice. Violations such as not providing the required number and type of officials shall be considered a breach of contract. g. Ensure officials, scorers or timers must arrive 15 minutes prior to the start of each game. Multiple violations will result in a back-charge of $30.00. h. Ensure that officials will enforce the MCCS local sports by-laws. Additionally, officials will support the following sports governing bodies' rulebook. These rulebooks will govern play when items are not covered in the MCCS local by-laws. i. Basketball: National Collegiate Athletic Association Rules ii. Flag Football: United States Touch and Flag Football League Rules iii. Softball: ASA or USSA or NSA Official Rules iv. Volleyball: United States Volleyball Association Rules v. Dodgeball: National Amateur Dodgeball Association i. Ensure that officials do not either play or participate in a league in which they also officiate. j. Ensure that official certification will be done by authorized certifying officials. Submit the following information to the Contracting Officer prior to acceptance of the contract: (1) Identify certifying officials by name, title, qualifications and authority. (2) Provide list of names of officials, qualifications and length of experience.
