Description
The General Services Administration (GSA), Great Lakes Region, Acquisition Management Division (AMD) is issuing this synopsis for the replacement of two (2) Passenger Elevators, located at the Gerald W. Heaney Federal Courthouse, 515 W. 1st Street, in Duluth, Minnesota. This procurement is a Full and Open. The estimated cost is between $1,000,000 and $5,000,000. The NAICS code is 238290, Other Building Equipment Contractors. The Small Business Size Standard is $14 Million. For general reference, the scope of this project requires the contractor to furnish all labor, equipment, tools, materials, and supervision necessary for the removal and replacement of the existing passenger elevators as indicated in the specification and drawings. The contract will consist of a base line item and one (1) optional line item. Each line item has separate specification and drawings that include but are not limited to the removal and replacement of elevator components, replacement of light fixtures in the elevator shaft, replacement of disconnect switches and electrical feeders, and associated fire alarm system connections and modifications. The Government intends to award both line items at the same time, however, should the optional line item not be awarded with the base item, the government reserves the right to exercise the option within 365 calendar days of the award date. The Base (line item) Contract shall have an on-site period of performance of 180 calendar days from the issuance of the Notice to Proceed. The optional line shall have an on-site period of performance of 180 calendar days from acceptance of the base line item. It is the Government's intent to award a contract to the responsible offeror whose proposal conforms to the solicitation and provides the best value to the Government based on the following evaluation factors: Price and Past Performance. The Solicitation will be released on or about December 31, 2014, with a proposal due date on or about January 30, 2015. A pre-proposal site visit will be scheduled within two weeks of the issuance of the solicitation. The entire scope of work, inclusive of drawings and technical documents will be available through Federal Business Opportunities. Interested parties are responsible for printing the Solicitation and all related documents. It is also the interested parties' responsibility to monitor this site for release of the Solicitation, amendments and any other related information. Funds are current unavailable. Funds are anticipated second quarter (January 1, 2015 - March 31, 2015) FY15. One or more of the items under this acquisition is subject to Free Trade Agreements. All responsible sources may submit a proposal which shall be considered by the agency. All contractors must be active in SAM www.sam.gov, to be considered for award.
