- Sole Source Justification & Approval Statement of Work This is a Notice of Intent to issue a purchase order to Tribune Media Services, 435 N Michigan Ave., Ste 1500, Chicago, IL 60611-4012 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10U.S.C. 2304(c)(1). Sole Source Justification is attached hereto. The proposed procurement is for Renewal of Program Listings and Data Support for AFN Television and Radio channels, located at the Defense Media Activity, American Forces Network - Broadcast Center (AFN-BC), 23755 Z Street, Riverside, CA 92518. a. DESCRIPTION: CLIN 0001: Television program listings data origination and distribution service for 8 unique AFN television channels, distributed to two regional scrolling program guide players and 3 of the 11 channels are simple time zone shifts of the data, and 6 AFN Radio channels: 3 to each region. 3 of the radio channels are unique to AFN. All other channels are used to support at least one other program guide customer. The Contractor shall retrieve the AFN Program Listings Data from a publicly accessible AFN web page. AFN has 8 channels of unique data. The data is repeated to support multiple regional feeds. UNIT PRICE $_______ x 1 EA = Total $______________ CLIN 0002: The Contractor shall provide listings data support for the web and GFE Zap2it electronic program guides that were acquired through Tribune Media Services. Guide data to be uploaded to the program guide servers for the AFN Atlantic (CET time zone) and Pacific (Japan/Korea time zone) should service a minimum of once a day, Monday through Friday (except holidays). Raw programming data will be made available for retrieval on an AFN public server. The virtual channel listings by region are listed below and will be listed by virtual channel number, name, call letters on the guide and the primary channel listings (in parenthesis) that are used for the channel. Regional time offsets are listed where necessary. Channels are television unless specifically identified as radio. AFN Family/Pulse is a unique channel in that it is programmed for families for 14 hours a day and programmed for teens for 10 hours a day. The program guide only lists either Family or Pulse. It does not list both except during the transition. When transitioning, both Family and Pulse are listed on separate lines on the program guide. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
