Description

The U.S. Government Publishing Office (GPO) seeks other than full and open competition and intends to award a sole source contract for the purchase, installation, training, and support services of a High Resolution Digital Microscope to Government Scientific Source (GSS), (GSA Contractor) 12351 Sunrise Valley Drive, Reston, VA 20191. Government Scientific Source is the only known authorized distributor of Keyence Corporation with an active GSA Contract. Keyence Corporation is the original equipment manufacturer (OEM) and has proprietary rights to sell, distribution, installation and perform all maintenance with its GSA Contract # GS-07F-5934R on its equipment. Government Scientific Source offers this brand name microscope that enables high resolution imaging of materials and finished products in the production of secure document design, forensic analysis, and development area. Under the authority of USC 2304(c)(1), pursuant to MMAR 6.302.1(a)(1)(ii)(A), "Only one responsible source and no other supplies or services will satisfy agency requirements", for this highly specialized equipment. When it is likely to award to any other source would result in substantial duplication of cost in quality control that is not expected to be recovered through competition. This notice is neither a request for proposals nor a solicitation for offers. A determination by the government not to compete this proposed effort on a full and open competition basis, based on responses to this notice is solely within the discretion of the government. All responses shall be sent to James Sisson, Acquisition Analyst, Contractor-CACI, at jcsisson@GPO.gov on or before March 17, 2015, no later than 12:00 noon DST.
