- SOW for Infrared Cameras This acquisition is a Full and Open acquisition. Solicitation Number: FA9302-15-M-K026 This is a combined synopsis/solicitation for a commercial supply in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ). This solicitation also uses the simplified acquisition procedures contained in FAR Subpart 13. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-80 (effective 02 March 2015) and DFARs Change Notice (DCN) 20150326 (effective 26 March 2015), and AFFARS AFAC 2014-1001 (effective 01 Oct 2014). The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest priced, technically acceptable. NAICS is 334413 with a small business size standard of 500 employees. FSC code is 6720. There are no set-asides for this acquisition. AFTC Contracting Directorate, AFTC/PZIEB, Edwards AFB, CA is seeking a contractor to supply the Test Pilot School (TPS) with Infrared Cameras with similar Fields of View (FOV) in three different spectral regions. One each of the cameras will be required to work in the Long Wave IR (LWIR), Mid Wave IR (MWIR), and Short Wave IR (SWIR) regions of the IR Spectrum (Please see the attached Statement of Work). This is the request for quotation (RFQ). Award will be made to the lowest price, technically acceptable offer. This is an "All or None" acquisition, incomplete quotes will not be considered. Proposal Evaluation: See clause Provisions at 52.212-2 - Evaluation - Commercial Items (Jan 1999) for evaluation factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. STATEMENT OF WORK 26 March 2015 Introduction/Background Program Name: Multi-Spectrum Infrared Camera Acquisition Organization: USAF/ TPS Test Pilot School Systems Branch (TPS/SY) is looking to acquire Infrared (IR) cameras with similar Fields of View (FOV) in three different spectral regions. This statement of work covers the acquisition of three separate cameras. One each of the cameras will be required to work in the Long Wave IR (LWIR), Mid Wave IR (MWIR), and Short Wave IR (SWIR) regions of the IR Spectrum. Scope of Work. The scope of work for the multi-spectrum IR camera acquisition includes all planning, manufacturing, calibration and delivery for the new cameras and their associated components. Place of Performance The selected vendor for the cameras will build and calibrate the sensors at the vendor facility and deliver them to USAF TPS and demonstrate their functionality. During this stage of the project, the vendor will provide their closure report to the USAF TPS systems curriculum point of contact. The systems curriculum point of contact will determine if the work meets the requirements as stated. Other Requirements N/A
