AMENDMENT #2 This Combined/Synopsis solicitation is being amended to: 1. Upload the attachment, quote mark Questions and Answers.1 quote mark which provides response to vendor questions. 2. Upload the attachment, quote mark Emergency Phone Specifications.rv1 quote mark which reflects the most current government specifications. 3. Extend the due date to Thursday, April 9, 2015 to allow vendors adequate time to submit an offer based on the changes incorporated. =================================================================================================== AMENDMENT #1 CORRECT THE RFQ CLOSE DATE IN THE AFSI SYSTEM TO APRIL 3,2015 0200 ET AS STATED IN THE OPEN DESCRIPTION. ================================================================================================ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This a combined synopsis and solicitation for Emergency Telephone Towers with Solar Panels and Installation Kits prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis and solicitation W912D1-15-T-0024 is being issued as a request for quote (RFQ) as the ACC Kuwait is seeking to award a contract to provide the requested equipment. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS). All responsible sources may submit a proposal. This acquisition is associated North American Industry Classification System (NAICS) code 423610-Electrical Apparatus and Equipment. Estimated Period of Performance/ Contract Line Item(s): CLIN 0001 - Emergency Phone Tower with Solar Panel quantity (20) each CLIN 0002 - Installation Hardware quantity (20) each Delivery: Date: 30 days after contract award Place: Camp Buehring, Kuwait FOB Destination (Unless specified differently in the award the supplier is responsible for inspection and quality control requirements) FAR Clauses: FAR 52.212-1 through 52.212-5 applies to this procurement. Proposals will be evaluated under the provisions of FAR Part 12, 52.212-2 Commercial Items-see modified provision. The responsible Offeror must be registered in the Online System for Award Management (SAM) database (www.sam.gov) system per FAR 52.212-1 and 52.212-3, and submit a completed copy of the current Representations and Certifications - Commercial Items with their Proposal. Lack of registration in SAM will qualify contractor as ineligible for award. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil or www.acquisition.gov/far. The Government anticipates award of a single Firm-Fixed Priced Contract Award resulting from this solicitation. Ethics: To guard against Ethics violations or Organizational Conflicts of Interest (OCI), you must identify any current or former ACC - KU employees who have been or will be involved, directly or indirectly, in the development of the quotation, in managing, administering, or performing any task under the order, or will be engaged in subcontract work resulting from an award under this solicitation. If there is no current/former ACC - KU employee involved, a statement substantially the same as the following must be included in your proposal: quote mark No current/former ACC - KU employee has been involved in the development of this quotation, nor will a current/former ACC - KU employee manage, administer, or perform any task under this contract award, to include performance on any subcontract under this award. quote mark In reference to this solicitation, any Offeror that attempts to or has any communications with an ACC - KU employee that is not the Contracting Officer or Contracting Specialist listed in this solicitation, that Offeror's proposal will be considered non responsive and can be referred to the agency Office of Inspector General. Note: being a new vendor is no excuse as all vendors have the responsibility of adhering to all Federal Acquisition Regulations. Proposal Deadline: Offers are due Friday, April 3, 2015 at 02:00 a.m. Eastern Time (ET). Questions are due Tuesday, March 24, 2015 at 02:00 a.m. Eastern Time (ET). Point of Contact Regarding this Solicitation: Ms. Ericka Landry Contracting Specialist Ericka.Landry.civ@mail.mil Number of Contracts to be awarded: The ACC - KU intends to award a single contract award against this announcement; however, reserves the right to award one contract or to not award at all, as it is dependent upon the quality of the quotes received and availability of funds. Rejection of Unrealistic Offers: The Government may reject any quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. This requirement as listed, Emergency Telephone Towers with Solar Panels and Installation Kits, shall be in accordance with all applicable federal regulations as required by communications and air wave transmission regulations. Inspection and Acceptance: Inspection and acceptance of the data transmission service to be rendered once the contract is established shall be performed by the Contracting Officer's Technical Representative (COTR). The Contracting Officer or the COTR may inspect any aspect of performance under this contract at any time. Government inspection and acceptance for all contractual items listed herein will be at destination by the designated COTR.
