Description
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 18, intends to issue a Request for Proposal for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Ground Ambulance Services. This is a pre-solicitation notice for commercial items prepared in accordance with the format specified in the Federal Acquisition Regulation Subpart 5.203(a), as supplemented with additional information included with this notice. The acquisition will be a set-aside 100% for small business in accordance with FAR 19. The North American Industry Classification Code (NAICS) is 621910, Ambulance Services, with a small business size standard of $15 million. The period of performance will be for one (1) Year from date of award. The Contract shall furnish 24 hours per day, seven (7) days per week, ground ambulance transport services for the New Mexico VA Health Care System. The minimum qualification requirements are listed below to assist you in determining your qualifications for this solicitation: Response Time 1.Emergent Ambulance Services Contractor shall commence transportation of the patient within thirty minutes of notification of patient pick-up from the authorized Government Employee. 2.Non - Emergent Ambulance Services If transportation services are pre-arranged or scheduled in advanced, the Contractor shall commence transportation of the patient within ten minutes of the pre-arranged or scheduled time for patient pick-up. Otherwise, the Contractor shall commence transportation of the patient within thirty minutes of notification from the authorized Government Employee. The contractor shall be notified at least 24 hours in advance of the desired pick-up date and time. Operational Time Requirements: The Contract services shall be operable and available for use 100% of the time in a 24 hour 7 day week time period. Downtime will be computed from notification of problem during normal work hours. Operational Uptime will be computed during a month long time period. Repeated failure to meet this requirement can subject the contractor to DEFAULT action. Hours of Coverage: Ambulance services shall be available upon request twenty-four (24) hours a day, three hundred sixty-five (365) days per year, including all National Holidays. Note: Also included would be any other day specifically declared by the President of the United States to be a National Holiday. Contractor Personnel: Contractor personnel assigned to perform services under this contract shall meet or exceed all current City, County, State and Federal licensures, certifications and training relative to the function they are to perform under this contract. Minimally, included, would be re-certification(s), continuing education and/or refresher courses. These requirement shall be maintained current throughout the life of this contract. Personnel certifications and or documentations shall be presented to the CO upon request. Contractor Personnel Security Requirements All contractor employees who require access to the Department of Veterans Affairs' computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security and Law Enforcement prior to contract performance. This requirement is applicable to all subcontractor personnel requiring the same access. If the investigation is not completed prior to the start date of the contract, the contractor will be responsible for the actions of those individuals they provide to perform work for VA. Solicitation number VA258-15-R-0392, will be posted on or about April 7, 2015. The date for receipt of offers shall be April 21, 2015.
