- Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to issue a solicitation for Acoustic Research Detachment (ARD) Support Services. BACKGROUND: The Naval Surface Warfare Center Carderock Division (NSWCCD) Ship Signatures Department, Code 70, provides services and facilities to accomplish acoustic data acquisition and analysis in support of surface ship and submarine research and development (R&D) projects funded by the Naval Sea Systems Command (NAVSEA), other Navy and Department of Defense (DoD) sponsors, and non-Government organizations. The objective of the technical efforts described in this synopsis is to provide scientific, engineering, and technical support for operations, maintenance, repair, and logistics at the ARD; in support of measurement and assessment testing, acoustic stealth technology development, and related research programs. As part of its mission, the Ship Signatures Department develops, operates, and maintains major acoustic R&D test facilities at the ARD located in Bayview, ID. The ARD develops, operates, and maintains acoustic test systems and support equipment on, and in, Lake Pend Oreille, ID. These systems and equipment include large models and other specialized test hardware, barges, and platforms capable of being equipped with data acquisition and processing systems, shore based laboratories, and underwater acoustic test ranges consisting of moored acoustic sensors and oceanographic instrumentation. Services are provided by the ARD to accomplish acoustic, vibration, magnetic, infrared, powering, and other data acquisition and analysis in support of surface ship and submarine stealth technology development of R&D projects. TECHNICAL REQUIREMENTS: Resources for R&D facility and test operations at the ARD include a resident Government staff of engineering, scientific, technical, wage grade, and administrative personnel. This requirement is for support services to supplement and assist the ARD Government resources with additional capacity for all inter-related task elements necessary to support NAVSEA and other R&D program testing; and to provide deliverables that support customer program schedules. Performance of the task elements described herein requires an integrated workforce approach for cost effective and successful accomplishment. Work may be accomplished by teams consisting of Government and contractor personnel and customer, or program, representatives. The contractor will be required to provide a qualified team of personnel to support the major areas of ARD functionality, including the following inter-related areas: Operational Trial and Maintenance Support : This task area includes activities central to the R&D testing operations conducted on any vehicle, model, test platform, or in any lab at the ARD; including autonomous submarines, static or buoyant vehicles, watercraft, data acquisition barges and labs, and/or any other equipment and support platforms employed in the utilization of the vehicles or models for research, development, test and evaluation (RDT&E). This support includes operation, maintenance, and repair of hull, mechanical, electrical and command & control systems (HME&CC), data acquisition and recording systems, and other equipment and facilities employed in the utilization of the vehicles and models for RDT&E. The product of Operation and Maintenance (O&M) support includes acoustic data, engineering technical data, procedures, reports, and other R&D data; such as signal analysis obtained during operations and other related evolutions. Project & Logistic Support : The Project and Logistic Support requirement includes activities necessary for the logistic support of vehicles, barges, data acquisition systems, facilities, and support equipment employed in RDT&E at the ARD. The product of project support will vary depending on the program requirements, specific model, or equipment utilized to complete the program or test objectives. Project support may be dependent on, or independent of, operational trials / tests and may include work in support of R&D efforts; including special installations of hardware, unique testing conducted at an acoustic range, modifications to the test vehicles and platforms, and data system and facility upgrades. Logistic Support includes activities relating to management and infrastructure preservation at the site; planning and acquisition of material and hardware for fabrication of new models and configuration changes to existing models, test articles and data acquisition systems; fabrication and installation of underwater instrumentation systems; and data acquisition, processing, archiving and reporting capabilities. The following list identifies representative models and equipment that shall be supported under Operational Trials or Project & Logistics Support, but is not all inclusive: - Large Models: KOKANEE, CUTTHROAT, KAMLOOPS, DOLLY VARDEN, PIKE, and WHITEFISH - Floating platforms: Yellow Barge, Large Scale Vehicle (LSV) Support Barge (LSB), Model Support Platform (MSP), Experimental Support Platform (ESP), LSV/SeaJet Tender and various configurable work barges - Surface Vessels: Chinook, Advanced Electric Ship Demonstrator (AESD), and patrol boats - Shore test sites: Wigwam, OUTPOST, Model Engineering and Support Facility (MSEF), Range Operations Center (ROC), and other labs and buildings - Test labs and systems: Guidance Navigation and Control (GNC), On-board Data Acquisition Systems (ODAS), Data Processing System (DPS), Radiated Noise Data Acquisition and Analysis System (RNDAAS), Intermediate Scale Measurement System (ISMS), Experiment Control and Measurement System (ECMS), Acoustic Calibration System, and Underwater Vehicle Acoustic, GPS Tracking and Navigation Systems - Test Ranges: LSV and ISMS ranges, including moors, arrays, anchors, and related subsurface electronics, cabling, and rigging hardware - Support Equipment: Winches, generators, propulsion systems, cranes, and vehicles The scope of the required support services to be provided at ARD in Bayview, ID will also specifically include tasks in the following areas: - Trial & Support Systems Operation/Deployment - Support Systems/Equipment Maintenance/Repair - Test Range & Systems Development - Acoustic Measurement, Data Acquisition, Calibration Systems Development, Database Management Systems Development & Maintenance, Ocean Engineering Project Support - Test Project Support - Logistics Offers will be evaluated on the basis of best value to the Government; that is, selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The solicitation number for this requirement when issued will be N00167-15-R-0003. It is anticipated that the resultant award will be a cost-plus incentive fee (CPIF), single award indefinite delivery indefinite quantity (IDIQ) contract. It is anticipated that the procurement will be solicited on an unrestricted basis, under NAICS Code 541330 with a Small Business Size Standard of $38.5 million. It is anticipated that the solicitation will be available for download on or around 13 April 2015. The closing date of the solicitation will be 13 May 2015, unless a different date is specified in the solicitation. The RFP will be posted and will be available for download at http://www.fbo.gov/. Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.
