- This is a SOURCES SOUGHT NOTICE. This notice is a market survey and is for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The VA NCO 15 Contracting Center has been tasked to solicit for and award On-Site Sleep Study Services for the Wichita VAMC, Wichita, KS. Potential sources are responsible for providing a Registered Polysomnographic Technician (RPSGT) to score the acquired sleep studies per the American Academy of Sleep Medicine (AASM) guidelines. Diagnostic procedures will consist of sleep studies (full night diagnostic, full night CPAP/BiPAP, split night and home sleep studies), multiple sleep latency test (MSLT) and maintenance of wakefulness test (MWT) on-site at the VA Sleep Center as per the American Academy of Sleep Medicine (AASM) guidelines. Studies will be conducted 365 days a year, Sunday through Saturday. The proposed project is anticipated to be a single award, firm, fixed-price requirement. The type of solicitation to be issued will depend upon the responses to this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Business Community to include Small Business or Large Business, Veteran Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZONE, 8(a), etc., to complete and perform a Firm, Fixed-Price contract. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The duration of the requirement is for a base period (start-TBD and end TBD) with four each one-year option periods. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 624198. The Small Business Size Standard for this acquisition is $20.5M. DRAFT: Performance Work Statement 1.GENERAL 1.1.SERVICES REQUIRED: On-Site Sleep Study Services. The Department of Veterans Affairs (VA) Medical Center (VAMC) located in Wichita, KS requires a Registered Polysomnographic Technician (RPSGT) to score the acquired sleep studies per the American Academy of Sleep Medicine (AASM) guidelines. Diagnostic procedures will consist of sleep studies (full night diagnostic, full night CPAP/BiPAP, split night and home sleep studies), multiple sleep latency test (MSLT) and maintenance of wakefulness test (MWT) on-site at the VA Sleep Center as per the American Academy of Sleep Medicine (AASM) guidelines These services shall be provided to eligible VA beneficiaries. Sleep Studies shall be conducted 365 days a year, Sunday through Saturday. 1.2.Place of Performance: Services shall be provided on site in the Sleep Center, Robert J. Dole VAMC, 5500 East Kellogg Ave, Wichita, KS 67218. 2.QUALIFICATIONS: 2.1.1.License: All licenses held by the Contractor staff working on this contract shall be full and unrestricted licenses. Contractor staff must submit evidence of at least one full, active, current and unrestricted licensure, registration, certification, and/or other relevant credentials, for verification prior to appointment and throughout the employment process, as requested by the COR. Contractor is responsible for keeping the VA COR apprised of anything that would adversely affect or otherwise limit their clinical privileges. Note: Failure to keep VA fully informed on these matters may result in administrative or disciplinary action. 3.VA Hours of Operation: 3.1.Business Hours Routine business hours for the Sleep Studies are 8:00 p.m. to 8:00 a.m. and 2 patients are scheduled during this time. Selected Sleep Studies shall be conducted during the hours of 8:00 a.m. to 4:30 p.m. Sleep Studies are performed 365 days a year, Sunday through Saturday. 4.CONTRACTOR RESPONSIBILITIES 4.1.Services required: On-Site Sleep Study Services to be provide by a Registered Polysomnographic Technologist (RPSGT) and/or Polysomnographic Technician's (PSGT). Services are performed between the hours of 8:00 p.m. to 8:00 a.m. However, selected Sleep Studies shall be performed during the hours of 8:00 a.m. to 4:30 p.m. Sleep Studies are performed 365 days a year, Sunday through Saturday. 4.2.REQUIRED STUDIES: Full night diagnostic, full night CPAP/BiPAP, split night, home sleep studies, multiple sleep latency test (MSLT) and maintenance of wakefulness test (MWT) studies.
