- This solicitation is a request for Phase I proposals. The U.S. Army Corps of Engineers - Fort Worth District has been tasked to solicit for and award a project to Renovate/Repair Brigade HQ Bldg 410 at Fort Hood, Killeen TX. Proposed project will be a restricted to small business, competitive, firm-fixed price, design-build contract. The Government is seeking qualified, experienced sources capable of performing the design and construction to Renovate/Repair Brigade HQ Bldg 410 at Fort Hood, Killeen TX. This project shall include the design and construction for the renovation of a Brigade Headquarters building (Bldg 410), interior walls shall be constructed/reconfigured to meet the user group needs. Windows, doors, and curtain wall shall be removed and replaced with more energy efficient and blast resistant units. Exterior walls and roof shall be updated with better insulation and an air barrier, and the interior shall be completely renovated with new finishes throughout. The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform a complete renovation of Building 410 at Fort Hood, Texas, as specified within this RFP. All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements. The Contractor shall be the architect/engineer and constructor of record on this project. The United States Army Corps of Engineers (USACE) is committed to excellence in design and construction activity. The design and construction shall be an integrated approach that achieves the highest quality of operations and aesthetics in meeting the requirements of the building's users while, at the same time, is cost effective and establishes economical and efficient synergy among the systems and spaces applicable to the structure as a whole. The Contractor shall be responsible for the professional quality, constructability, technical accuracy, and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based. The design of architectural, structural, mechanical, electrical, civil, and other architectural and engineering features of the work shall be accomplished, reviewed, and approved by professionals licensed to practice in their respective professional field in the United States. The Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and drawings in this solicitation shall alleviate the Contractor from performing any additional design as required to produce a complete set of construction documents. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $10,000,000 and $25,000,000 Estimated duration of the project is 720 calendar days. The North American Industry Classification System code for this procurement is 236220 which has a small business size standard of $36.5 Million. The Federal Supply Code (FSC) is Y1FC. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA. Prior Government contract work is not required for submitting a response under this announcement. However, all construction performance must be in compliance with the USACE Safety and Health Requirements Manual, (EM 385-1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. The type of solicitation to be issued will be a 2-phase Design-Build RFP. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The official Amendments of the solicitation W9126G-15-R-0031 will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the amendments when or if issued. All interested firms must be registered in SAM to be eligible for award of Government contracts.
