- 03/23/2015 - Additional Questions asked: 1. Does the Combined Synopsis/Solicitation under solicitation number DESOL0008116 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government? This is a new requirement. 2. Please help me with the Cost Estimate for Project # DE-SOL-0008116 Project Title : Cleaning/Painting of Latticed Steel Transmission Line Structures Bid Date : 04/06/2015 $250,000.00 - $500,000.00. 3. I understand time is of the essence on this project due to outages. We do not typically bid work without a site visit, but would like the opportunity to work with WAPA. If you could please send me as many pictures as you have of the towers, I will provide a quote. See additional attachment with photos. 4. Paragraph 1.1 of the SOW states "the project scope includes painting of previously unpainted portions of the 51B and 51B1 tower types at the elevations noted". Per Table 1.1.1. this statement refers to the bottom sections of these tower types. The SOW seems to indicate the top portions of these towers were previously painted with lead pigmented coatings and these surfaces are not included in the scope. The SOW also specifies "Vertically oriented bolts shall be coated at the connections indicated in Table 1.1.2". Per Table 1.1.2, these bolt patterns are located in the upper, previously painted, sections of the towers. Were the bolt patterns previously painted with the lead pigmented coatings? What is the surface preparation required on the bolt patterns? If lead pigmented coatings are present, even though the SOW states "abatement of lead-based paint is not part of the project scope," some degree of coating removal (abatement) will be required on the bolt patterns to properly prepare the surface for painting. What level of lead abatement or coating removal is required, and what are the collection, containment and disposal requirements? Most of locations with vertically oriented bolts are free of lead based paint. However, if lead based paint is present at any of these locations no abatement is to be done. If the lead based paint is fully adhered, new paint shall be applied. If the lead based paint is peeling or flaking the area shall be avoided.
