Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Performance Work Statement Upgrade to Reverse Osmosis Water Purification System 1.0 Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to support the Edgewood Chemical Biological Center (ECBC) as defined in this Performance Work Statement (PWS). The services to be conducted by the contractor are to include on-site repairs, preventative maintenance (PM), and instrument service for equipment located at ECBC, Aberdeen Proving Ground - Edgewood Area Objective: the CBR Filtration Branch at ECBC uses up to 1000 gallons per day of purified deionized water for various laboratory testing. The current water purification system used by the branch requires excessive maintenance and repair. The current water purification system shall be upgrade to a 1000 gpd reverse osmosis system. System must be gravity fed, pressurized systems will 2.0 Requirements: The contractor, as an independent contractor and not as an agent of the Government, shall furnish the necessary resources (except those specifically designated as Government-furnished) to perform the following work: 1. System must be distilled water and purify water system capable gravity fed. pressurized systems will not be accepted, Must be Free standing system. 2. Vendors must provide warranty information for all repair, services and parts. 3. One HM1252FSXT 64kgrn Softener with 18x33 brine, stainless bypass safety tray and float. Hydro-matic feeder and rinse or equal 4. JWRO1000TFCR 1000gpd Reverse Osmosis system or equal with pre filtration (chlorine free, mineralfree, iron and manganese free), booster pump, all necessary gauges and controls, adequate to supply the demand of up to 1000 gpd of necessary make-up water for distilled (DI), frame mounted and Self-contained with level controls etc. (maintain tank at full with overflow float Includes 6 each 5 micron pp sediment filter and 5 micron CTO filter, wrench and water softener. 5. One Bank of 3 4x20 distilled (DI) filter cartridges in series with indicator light and 3 backup filters ready for exchange as needed. Includes Case of 4/20 DI cartridges 6. UV light for both Purified and DI cartridges and to assure against introduction of bacteria during rotation. 7. As needed drip trays for protection of below area from any drips or minor leakage. 8. Complete installation service on catwalk at existing system location. 9. Repair leaks in the water line supporting the water purification system. Contractor shall provide all installation and start-up materials for above project. The Reverse Osmosis water purification system must provide 1000 gallons per day of purified deionized and or DI water that meets NCCLS Maximum Contaminant Levels in Type I-III Purified Water: Contaminant Parameter Requirement Ions Resistivity at 25 C (megaohms-cm) greater than 1.0 Conductivity at 25 C (microsiemens/cm) less than 1.0 Organics TOC (ppb) less than 50 Pyrogens Eu/mL NA Particulates size NA Colloids Silicia (ppb) less than 100 Bacteria CFU/mL less than 100 10. Two option maintenance periods requested for 12 months each. 2.2 Remedial Maintenance. The contractor shall provide unlimited on-site visits for customer support when requested by the COR. The number of repairs calls cannot be predicted. The contractor shall perform remedial maintenance (repairs) after notification that equipment is inoperative. Any parts used to return the system to operational condition are included in the service agreement. If the equipment cannot be repaired successfully, the instrument will be replaced at no additional cost to the contract holder. The contractor shall provide the COR with designated points of contact and make arrangements to enable its maintenance representative to receive such notification. The contractor shall also provide secondary points of contact in the event that the primary point of contact is not available. 2.3 Antiterrorism/Operations Security Review 2.3.1 Access and General Protection/Security Policy and Procedures. All contractor and subcontractor employees with an area of performance within an Army controlled installation, facility, or area shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Mashal Office, Director of Emergency Service, or Security Office. Contractor and subcontractor workforce must comply will all personal identify verification requirements as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, show the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. On-Site Workers. The contractor support personnel working on-site shall: 2.3.1.2 Wear a company-provided picture badge. The picture badge shall contain the employee's name, company name, and a badge issue and expiration date. 2.3.1.3 Government escort to facility. To get on post, a valid form of identification is required along with a valid vehicle registration. 2.4 Safety and Health. The contractor shall not be required to inspect, repair or perform maintenance on systems or equipment that are contaminated or perform work under unsafe conditions. 2.5 Performance Outcomes. The outcomes to be satisfied under this contract include high quality, cost effective performance with consistent adherence to schedule and reliability requirements. The Government will use the Quality Assurance Surveillance Plan provided as the basis for assessing the contractor's performance. 3.0 Government Furnished Property: The contractor shall will be delivered and install Equipment at the CBR Filtration Branch's test site, ECBC, APG-EA, MD. 4.0 Deliverables. The contractor shall provide repair or replacement of defective parts and components throughout the period of performance to ensure systems and equipment remain operational. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with FAR Subpart 12.6, and supplemented with additional information included in this notice. The solicitation number is W91ZLK-15-T-0075, and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55. The associated North American Industrial Classification System (NAICS) code for this procurement is 333318. Only qualified offers' may submit bids.
