Description
The Alpena Combat Readiness Training Center, Alpena, MI, is soliciting for a bid-build project to repair the base electrical distribution as per the specifications and drawings provided. This is a restricted solicitation that has been set-aside for HUBzone certified businesses qualified under the North American Industrial Classification System (NAICS) code 236220, and is intended to be a single award action. DESCRIPTION: All work indicated in the contract documents, drawings, statements of work and specifications for TDVG112848 Repair Base Electrical Distribution System at the Alpena Combat Readiness Training Center (CRTC). The Contractor shall provide all plant, labor, material and supervision necessary to accomplish the work described herein. A general summary of the project is below: a. Power distribution at Alpena CRTC consists of two separate 12.47 kV systems; the main base system and the munitions system. The main base system is primary metered only at the primary power point of connection, and the munitions system is also metered. The alternate connection is not metered. Each system consists of both overhead and underground lines. The main base power system has a primary and alternate power source supplied by separate PIEG feeders (Presque Isle Electric and Gas). b. The main base system currently consisting of a mix of loop fed and radial areas will be converted to a loop following Falcon Ave, D Street, H Street, and the existing underground lines south of Hercules Ave. Radials off of the main loop will be used to serve transformers. The circuit west of H Street will remain radially fed. The River Club/campground circuit is also radially fed and will remain as such. c. With a few exceptions, each transformer is supplied by a dedicated pad mounted switch to allow for de-energizing the transformer without single phasing the building. d. The main base system project includes demolition of all overhead lines and installation of new underground lines. New underground lines will be installed in a new concrete duct bank and manhole system. New cables will be pulled in existing conduits where necessary for new terminations. The duct bank routes were selected to minimize crossing of existing pavements, and underground and above ground obstructions. Directional boring will be used to install HDPE conduit at road, pavement, and stream crossings. The project is phased to minimize power outage times to buildings. Temporary power will be provided to critical buildings and to other buildings required to be down for an extended period of time during the construction. e. The munitions area system is radially supplied only and is fused at 40 amps. The munitions area system supplies 475 kVA of transformers (21 amps). The plan includes undergrounding the power line to the edge of the base's property. f. Buildings which are currently supplied by overhead secondary conductors from pole mounted transformers will be connected by new underground secondary laterals. Estimated cost of the base bid and any alternates is between $1,000,000 and $5,000,000. Bids must be valid for 90 days after the bid due date. Interested contractors that qualify under these conditions are encouraged to participate and can obtain a copy of the solicitation, statement of work, and specifications/drawings and solicitation by going to the website www.fbo.gov or will receive instructions on how they may be obtained. All prospective offerors must have a commercial and government entity code (CAGE Code) and be registered in the Central Contractor Registration (CCR) at www.ccr.gov. The solicitation shall be posted to the website on or about 1 May 2015. There will be a site visit conducted. The time and date of the site visit shall be established in the solicitation. The anticipated award date is 1 Jul 2015. This notice does not obligate the Government to award a contract, it does not restrict the Government's ultimate approach, nor does it obligate the Government to pay for any proposal preparation cost, the contractor for any costs associated with preparing or substituting a response to this notice.
