Description

The U.S. Government Printing Office (GPO) intends to award a sole source contract for secure, customized design, polycarbonate datapages pressure sensitive security Kinegram laminate. Kinegram is a trademarked security device that provides multiple layers of security within the device itself. KURZ Transfer Products, L.P. 3200 Woodpark Blvd. Charlotte, NC 28206 (704) 927-3776 is the sole U.S. distributor. KINNEGRAM has developed the security stickers to U.S. standards and specifications in support of U.S. Government passport identification. KURZ Transfer Products L.P. shall perform continuous follow-on supply of these services due to strict quality control and specification. Under the authority of USC 2304(c)(1) pursuant to MMAR 6.302.1(a)(1)(ii)(A) "Only one responsible source and no other supplies or services will satisfy agency requirements", for this highly specialized material. When it is likely to award to any other source would result in substantial duplication of cost in quality control that is not expected to be recovered through competition. This notice is neither a request for proposals nor a solicitation for offers. A determination by the government not to compete this proposed effort on a full and open competition basis, based on responses to this notice is solely within the discretion of the government.
