- THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Mission and Installation Contracting - Fort Benning, Georgia, is conducting market research to determine availability of firms that are capable of providing services of the Improved Swing Landing Trainer (ISLT), Suspended Harness Apparatus (SHA), Parachute Maintenance, Lateral Drift Apparatus (LDA), J-3 Project, and Airborne 5000 Demonstration. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any, which may limit small businesses from participation. Description of the Requirement to Include: 1. Description of services: This contract is to perform servicing for the Improved Swing Landing Trainer (ISLT), Suspended Harness Apparatus (SHA), Parachute Maintenance, Lateral Drift Apparatus (LDA), J-3 Project, and Airborne 5000 Demonstration. The ISLT contains 24 points of operation, overhead cable systems, and a complex latching mechanism. Services to the ISLT will include cleaning, repairing, and replacing all items in need of maintenance. The goal of this maintenance is a system ready for uninterrupted operation for the next 12 months. The SHA contains 120 operations points as well as 2 special demonstration points. Additionally, there are approximately 12 metal to metal contact points per operational point. Services to the SHA will include cleaning, repairing, and replacing all items in need of maintenance. Parachute maintenance involves the use of special tools to service the equipment. Contractor will also advise leadership on modern manufacturing methods and equipment which can be utilized to enhance efficient operations of the department. The LDA system comprises a trolley attached to a tensioned cable spanning 100 feet across a gravel pit. There are a total of 24 trolleys and cables which will be serviced. Provided services will include inspecting the cable as well as inspecting, lubricating, and replacing trolley parts as needed. The pulley block and tackle system used for demonstration purposes will also be replaced and re-threaded. The J-3 Project involves the adoption of the T-11 parachute system to the 250 foot towers. Contractors's experience in the fields of mechanical design/engineering, industrial electrical and commercial (sewing) fabrication, and statistical data collection will be used to coordinate the project. Typically a test of design component will be set up with: safe operation parameters, data collection and after action report, and team member discussions. The Airborne 5000 Demonstration pit is comprised of several apparatuses that provide the appearance of the same apparatuses that the students will encounter during the school. During the inspection, cables will be examined for wear and replaced as needed. Pulley ropes are exposed for an entire year and will become too firm, therefore annual replacement is required; pulleys are re-threaded with the new ropes. The ISLT mechanical system is examined, cleaned, and re-lubricated as well as parts replaced. The cable extension brackets are examined and sheave axles gauged and replaced as needed 2. The estimated period of performance: 15 April 2015-31 March 2016 3. Be specific with RELEVANT contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC. 3. Responses are limited to email correspondence, and limited to 10 pages. Respondents are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration. The Government will (WILL NOT) review general capability statements, please ensure submissions are tailored to this requirement(s) of the above request. The Government will not return any information submitted in response to this synopsis. Questions shall be submitted via email to the POC below. Questions regarding this Sources Sought announcement shall be submitted NLT 0800 Eastern Standard Time (EST) on (7 April 2015). After this deadline, questions will not be considered regarding this announcement. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this sources sought synopsis.
