Description
An RFP will be issued for the continued Operation of the Westover Job Corps Center, in Chicopee, STATE of Massachusetts. Job Corps is a national residential and non-residential training and employment program, administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations. The contract will have a 2-year base period, March 01, 2016 through February 28, 2018 (anticipated period of performance), plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about April 24, 2015. These services are being solicited UNRESTRICTED. The RFP can be obtained from FedBizOps and/or the Job Corps Acquisition Web Page, located on the World Wide Web, at http://www.doleta.gov/jobcorps/RFP_main_new.cfm. The average capacity for the center is 437 youth of which 377 are residential (237 males and 140 females) and 60 are non-residential (10 males and 50 females). The center IS also responsible for OA/CTS contract components. The arrival goals for OA are total arrivals of 165 youth (48 males and 117 females). CTS placement goals are 367 Graduates and 214 Former Enrollees. A Pre-proposal Conference and Site Visit will be scheduled at the Westover Job Corps Center. The date and time for the Pre-proposal Conference and Site Visit will be provided in the RFP. The Center is located at 103 Johnson Drive, Chicopee, Massachusetts 01022, United states. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, prior to attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a "Notice of Intent to Attend Westover Job Corps Center Pre-Procurement Conference" to: Eric Vogt, Contracting Officer, Frances Perkins Federal Bldg. U.S. Department of Labor, ETA, Office of Contract Management, 200 Constitution Ave. NW Suite N-4643 Washington, DC 20210. All Notices of Intent to Attend should be received by this office no later than May 01, 2015. Attendees are required to stop in at the front desk of the main building to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tours will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed. No questions concerning the RFP will be answered at the conference. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Lodging and subsistence are the responsibility of attendees. The successful contractor shall provide Academic and Career Technical Training, operate Counseling and Residential Living programs, and provide the following support services; Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services, and Student Career Transition Services. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, Financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations, Public Information, Outreach and Admissions and Post-center Career Transition Services. Proposals in response to the RFP will consist of a written submission and Oral Presentation and as described in Section L of the RFP. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
