- SUBJECT: Request for Information (RFI), United States Marine Corps, Marine Corps Systems Command (MCSC), Program Manager Infantry Weapons Systems (PM IWS). PURPOSE: This RFI constitutes market research to help PM IWS formulate an acquisition plan/strategy to obtain contractor services for technical, logistical, and programmatic support for its mission requirements. Principal locations for these contractor services are Marine Corps Base, Quantico VA; Marine Corps Logistics Command, Albany GA; and Marine Corps Logistics Base, Barstow, CA. Some services require daily presence of Contractor personnel and, therefore, the Government will provide workspaces. The majority of Contractor personnel, however, will perform tasks from a Contractor facility. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. The qualifying NAICS code for the majority of this effort is 541990 All Other Professional, Scientific, and Technical Services. BACKGROUND: As the Department of the Navy's systems command for Marine Corps ground weapon and information technology system programs, MCSC equips and sustains Marine forces with full-spectrum, current, and future expeditionary and crisis response capabilities. PM IWS equips and sustains the Marine Corps with fully integrated infantry weapons systems. Partnered with its stakeholders, MCSC supports fielded equipment in-service for global readiness. IWS currently manages 130+ programs and projects in various acquisition process stages via five Product Managers (PdMs): 1. Anti-Armor a. Heavy Anti-Armor Systems b. Medium/Light Anti-Armor Systems 2. Infantry Combat Equipment a. Chemical, Biological, Radiological, Nuclear b. Body Armor c. Clothing Equipment 3. Infantry Weapons a. Individual Weapons b. Crew-Served Weapons c. Precision Weapons d. Ordnance Test Facility 4. Optics & Non-Lethal Systems a. Thermal b. Lasers & Illuminators c. Multi-Spectral Systems d. Image Intensification e. Day Optics f. Electro-Optic Test Facility g. Escalation of Force - Mission Module h. Mission Payload Module - Non-Lethal Weapon System i. Ocular Interruption j. Venom k. Disable Point Target 5. Reconnaissance & Amphibious Raids a. Amphibious Operations b. Airborne and Reconnaissance Equipment CORE OBJECTIVES: 1. Provide acquisition, logistics, systems engineering, and financial analysis to PM IWS senior staff. Key required skills include Master Schedulers and SharePoint Administrators. 2. Provide professional acquisition analysis to IWS PdMs. Key tasks include creating Government briefs, developing program schedules, drafting documentation in support of program milestones and key acquisition events, and conducting market research. 3. Provide life cycle logistics support to IWS PdMs. Key tasks include evaluating sustainment strategies; drafting logistics-related documentation to support program milestones and key acquisition events; conducting Manpower, Personnel, and Training (MP&T) analysis; drafting and updating technical manuals; coordinating supportability demonstrations; and conducting product support planning. 4. Provide equipment specialist and supply analysis support to IWS PdMs. Key tasks include performing equipment readiness analysis, cataloging daily actions for various stock lists, providing daily technical support to the operating forces, reviewing technical publications and recommending changes, and supporting the Fleet Support Division (FSD) Warehouse. 5. Train IWS personnel. Key tasks include drafting new equipment training (NET) plans, training operators and maintainers, evaluating and maintaining sustainment training materials, and coordinating training events. 6. Provide systems engineering analysis to IWS PdMs. Key tasks include drafting systems engineering documentation for program milestones and key acquisition events, drafting engineering change proposals, providing requirements traceability, providing input on technical data packages, and participating in technical reviews. 7. Provide financial analysis to IWS PdMs. Key tasks include creating status of funds reports; drafting funding documents; tracking funding de-obligations, preparing monthly variance reports; and analyzing planning, programming, budgeting execution (PPBE) activities. INSTRUCTIONS: Responses to this RFI should be ten pages or fewer, to include the cover letter and contact information. Responses should contain: 1. Capability statements sufficiently demonstrating performance capacity related to the objectives; 2. If applicable, the schedule contract number for any General Services Administration (GSA) schedule or Seaport contract held; 3. Three customer Citations describing similar work performed; 4. Any other relevant material establishing the vendor's core competencies; and 5. An identification of Large or Small Business size status. All responses are due via email by 1300 hours EDT on 17 April 2015. Please submit responses to Nicole Black at nicole.black@usmc.mil. MARCORSYSCOM representatives may choose to meet with vendors. Such discussions are only to further clarify capabilities to meet the requirements, especially development and certification risks. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: This notice constitutes no obligation whatsoever on behalf of the Government to procure services or issue a solicitation. The Marine Corps is neither seeking proposals nor accepting unsolicited proposals at this time and will not accept responses to this notice as offers. Vendors should appropriately mark all proprietary information. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
