- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requisition Number W81EWF50163089 is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation will be competed as a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical & Structures Laboratory at Vicksburg, MS has a requirement for the following: A six position fluxer is required for the preparation of different types of materials samples for its spectroscopic analysis. A quantity of six (6) platinum crucibles and a quantity of six (6) platinum molds, both measuring 35mm in diameter and both reinforced with 5% gold (95% platinum and 5% gold) are also required. SPECIFICATIONS: The equipment must provide the capacity to fuse six samples simultaneously. 1. It must be automated and programmable with a digital interface. It is required for the equipment to have an interface to control fusion parameters including heating time, temperature, fusion mixing time and rate, cooling time for glass disks and stirring time for solutions. 2. It must complete the fusion cycles of the samples through the use of electricity only and not through the use of liquid propane gas. 3. It must be capable to operate between temperatures of 20 to1200C and have a user adjustable holding temperature in order to be able to minimize ramping time. 4. It must have a closed electric oven to ensure temperature uniformity of the crucibles and samples. 5. The interface must be multi-lingual and it must have a fusion method development wizard for creating customized recipes. 6. It must have a temperature display showing the actual temperature of the fusion cycle. 7. The equipment must have a throughput of approximately 24 to 30 samples per hour. 8. It must be capable to prepare glass disks for X-ray Fluorescence or solutions for AA, ICP, and wet chemistry analysis. 9. The manufacturer must be able to include a quantity of six (6) platinum crucibles and a quantity of six (6) platinum molds, both measuring 35mm in diameter and both reinforced with 5% gold (95% platinum and 5% gold). 10. It must have at least one USB port for connectivity. The six position fluxer must be able to fuse the following materials: Geological samples Fly Ashes, Portland and Slag cement, and Limestone Catalysts, ceramics and glass Polymers Ferroalloys and non-ferrous alloys Delivery will be FOB Destination to the following location: Engineer Research and Development Center 3909 Halls Ferry Road Vicksburg, MS 39180 There is a link titled Additional Documentation near the bottom of this posting by which potential vendors may access the following attachments: Attachment 01 (Description of Requirements) Attachment 02 (Bid Submission Form) The North American Industry Classification System Code for this procurement is 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 500 employees. In accordance with the attached Description of Requirement (Attachment 01), an award for this acquisition will be provided to the vendor whose quote is the Lowest Priced of those determined to be Technically Qualified. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical - Providing items that at least meet the minimum specifications as defined in Attachment 01 2) Price The vendor must submit the following so the Government can evaluate the offeror's technical acceptability: 1) Sufficient information to determine that the quality of the item is in accordance with the Description of Requirement as defined in (Attachment 01) 2) Must include a completed Bid Submission Form (Attachment 02) and include specifications of quoted equipment.
