Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AG-6612-S-15-0012 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. The associated NAICS code is 238210. This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): SECTION 01 11 00 SUMMARY OF WORK 003/15 PART 1 GENERAL 1.1 WORK COVERED BY CONTRACT DOCUMENTS 1.1.1 Project Description The work includes all necessary labor, equipment and materials to install a fiber optic backbone consisting of multiple 12 strand OM3 MultiMode fiber runs between the core networking/server infrastructure components already in place. 1.1.2 Location The work shall be located at the USDA ARS BRL, 1605 Albrecht Boulevard Fargo, North Dakota approximately as indicated. The exact location will be shown by the Contracting Officer's Representative. 1.1.3 Base bid - Fiber optic backbone The internal network shall be capable of data transfer rates of up to 10 Gigabit per second (GB/s) between segments. Each fiber run will be terminated in a properly rated patch panel (or fiber box) with LC termination connections. All cabling will be tested and machine labeled, no handwritten labels will be allowed. All fiber runs will be installed according to all applicable local, state and Federal building codes. Install 12 strand, OM3, MultiMode fiber and terminate. Fiber segments included are indicated on drawing 1 and as follows (lengths are approximate): 1. Segment 01 (room 155 to room 299): ~200 feet 2. Segment 02 (room 155 to room 225): ~250 feet (provide 50 feet of extra cable in room 225) 3. Segment 03 (room 155 to room B102): ~300 feet 4. Segment 04 (room B102 to closet adjacent to room S107): ~400 feet 5. Segment 05 (room B102 to closet adjacent to room I133): ~200 feet Provide and install fiber optic cable in corrugated cable wrap where fiber optic cable is not in cable tray. Cable tray locations are shown in drawing 1. Length of existing cable tray is [180 feet]. 1.1.3.2 Remove old fiber Contractor shall keep the old fiber connected until the new cable is in place and then pull the old abandoned fiber. 1.1.4 Alternate 1 - Upgrade Fiber to OM4 MM Same as base bid except contractor shall provide and install OM4 MM Fiber. 1.1.5 Alternate 2- Upgrade segment 03 to single 24 strand run Segment 03 (room 155 to room B102): ~300 feet. 1.1.6 Alternate 3- Install second 12 strand run for segment 03 Segment 03 (room 155 to room B102): ~300 feet. If alternate 3 is executed then alternate 2 shall not and vice versa. 1.1.7 Alternate 4- Segment 06 (room B102 to room A104): ~300 feet 1.1.8 Alternate 5- Segment 07 (room 155 to room 135): ~100 feet 1.2 OCCUPANCY OF PREMISES Building(s) will be occupied during performance of work under this Contract. Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways. 1.3 EXISTING WORK In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements": a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain. b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started. PART 2 PRODUCTS The contractor is required to supply the necessary hardware and materials listed in Part 1. Also, provide warranty coverage per the manufacturer's stated warranty terms against product defects. All equipment and materials are to be new and unused. PART 3 EXECUTION Project shall be completed within 90 days after notice to proceed. -- End of Section -- Description: Facility Containment Restrictions: Delivery is to the Red River Agriculture Research Center (RRVARC). Contractor employee(s) must adhere to facility safety regulations. RRVARC does not have a loading dock; or a standard fork lift on site for delivery. Delivery: 30 days after receipt of order. The Contractor shall provide all items F.O.B. destination. RRVARC does not have a loading dock; or a standard fork lift on site for delivery. Lift Gate truck required for all items over 400 pounds. •52.232-18 Availability of Funds. Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of Clause) RFQ Brand Name or Equal and Buy Best Value statements: 52.211-6 -- Brand Name or Equal (1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) The Government will evaluate quotes for award purposes, considering the evaluation factors above, and will award to that offeror whose proposal represents the best value to the Government. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: This is a Buy Best Value acquisition. The Government will award a Purchase Order resulting from this Request for Quotes to the responsible offeror whose quote is conforming to the solicitation and represents the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: EVALUATION FACTORS FOR AWARD 1. Past Performance - Quotes will be evaluated based on the offeor's past performance as provided by the offerors references. 2. Offeror's Technical Solution- The Government will evaluate the performance of the offeror's product for capability and performance. 3. Quality and Reliability- Quotes will be evaluated on the offeror's product for its level of Quality and Reliability. 4. Price- The quoted price is fair and reasonable. NOTE: All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Factors and sub-factors are prioritized in the following order of importance (i.e. most important first, least important last) for award evaluation 2, 3, 1, 4. Inspection and Acceptance Terms: Supplies will be inspected and accepted by the End User / Purchasing Agent at destination. Clause 52.223-2 requires : The contractor shall report to the environmental point of contact, with a copy to the Contracting Officer, on the product types and dollar value of any USDA-designated biobased products purchased by the contractor during the previous fiscal year. The report must be submitted not later than October 31 of each year during contract performance and at the end of contract performance.
