Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. THE GOVERNMENT IS NOT OBLIGATED TO AND WILL NOT PAY FOR ANY INFORMATION RECEIVED FROM POTENTIAL SOURCES AS A RESULT OF THIS SOURCES SOUGHT NOTICE. The 633d Contracting Squadron, Langley AFB, Virginia is seeking the interest of potential and eligible contractors for an Indefinite Delivery/Indefinite Quantity (IDIQ) Pavement contract that will cover requirements on Langley AFB and Ft Eustis military installations. This is a Sources Sought announcement; a market survey for written information only. This market survey is being conducted to identify potential sources interested in providing work which includes all materials, labor, tools, equipment, transportation, supervision, management and other services (including engineering/technical design support) necessary for maintaining base paved areas. The work may include, but is not limited to, the following: excavation; surface preparation; placing base course; asphaltic concrete and overlays; sealing of pavement; repair of existing concrete sidewalks, curb and gutter, airfield pavement slabs and spalls; repair of airfield box drains; removal of paint from airfield and base pavements; painting of stripes on airfield and base pavements. Painting of airfield pavements shall conform to the requirements of Air Force Instructions 32-1042, STANDARDS FOR MARKING AIRFIELDS. Also included in the contract will be placing new sidewalks, new concrete curb and gutter, resetting of manholes and catch basins as required, and pothole repairs. All work shall be accomplished in accordance with contract documents and most recent Federal and state regulations. The 633d Air Base Wing is seeking those firms with a demonstrated history of relevant paving experience where the primary focus is on IDIQ-type contracts with simultaneous performance of multiple projects at differing locations similar to the task order value that will be executed under this contract. Task orders will be firm-fixed price with an estimated targeting award range of $2,000 to $5,000,000. The estimated magnitude of the entire IDIQ contract will be from $25,000,000 to $100,000,000. The US Government anticipates awarding a base year contract with four option years. The following North American Industry Classification System (NAICS) code will apply to this acquisition: 237310 Highway, Street, and Bridge Construction. The size standard for this NAICS code is $36,500,000. The description of work will be identified in each individual task order. Performance and payment bonds will be required per individual delivery order in accordance with Federal Acquisition Regulation Part 28. Potential offerors are encouraged to monitor the FedBizOpps website for program documents. Firms responding to this sources sought notice must (1) be located in the Mid-Atlantic Region defined as Virginia, West Virginia, Maryland, District of Columbia, Delaware, and Pennsylvania; (2) state whether they are small or large business based on the size standard above; if applicable, identify subcontractors to be used and their anticipated responsibilities; (3) indicate any applicable small business status categories; (4) provide a summary of capabilities to include: experience for airfield projects and other specific relevant work completed of equivalent magnitude, and firm's ability to handle a large number of projects simultaneously. Because the Government reserves the right to set this acquisition aside for small business, 8(a) firms, HUB Zone firms or Service-Disabled Veteran-Owned Small Business based on the responses it receives, it is imperative that firms respond with the required information for capabilities to be accurately evaluated. Potential offerors should limit their responses to three (3) pages (single spaced, 12 pt font). All information included in offeror responses should be specific to this Sources Sought synopsis. Responses to this Sources Sought announcement are due NLT 20 April 2015 by 1:00 PM EST.
