Attachment A - Stylus Profilometer THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is being procured as a full and open competition. 1352.215-72 Inquires (APR 2010): Offerors must submit all questions concerning this solicitation in writing to the Contract Specialist (Danielle.Pena@nist.gov). Questions should be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) Schedule of Pricing: The National Institute of Standards and Technology (NIST) requires a stylus profilometer to support nanofabrication activities in the Center for Nanoscale Science and Technology (CNST), NIST nanotechnology user facility. Line Item 0001, Firm Fixed Price, Stylus Profilometer, one (1) each and Shipping (Used and refurbished equipment shall not be considered for award). Line Item 0002, Firm Fixed Price, Installation of Stylus Profilometer Line Item 0003, Firm Fixed Price, On-Site Training Line Item 0004, Firm Fixed Price, Warranty Description of Requirements: Background The profilometer will be sited and used in the CNST NanoFab Class 100 clean room as a shared resource accessible to researchers from industry, academia, NIST, and other government agencies. The NIST CNST NanoFab presently operates two stylus profilometers, one of which nearing its end of life and needing a replacement. In addition, these profilometers are restricted to a maximum wafer diameter of 150 mm. The new profilometer shall be able to handle substrates from small irregular shaped pieces up to and including wafers 200 mm in diameter. CLIN 0001, Stylus Profilometer Technical Requirements: 1. FOOTPRINT AND INSTALLATION: a. The profilometer shall be a bench-top instrument. b. The instrument shall be equipped with a means of vibration isolation integral to the frame such as to allow operation in a class 100 cleanroom. c. The instrument shall be equipped with acoustical vibration isolation via an external cover or by mechanical design of the instrument to allow operation in a class 100 cleanroom. 2. STAGE: a. The stage shall accommodate small pieces (≤ 5 mm square) b. The stage shall accommodate 75 mm through 200 mm round Semiconductor Equipment and Materials International (SEMI) standard wafers dimensions and thickness. c. The stage shall provide for a manually or automatically actuated vacuum clamping mechanism and location pins. d. The stage shall be capable of motorized translation along X and Y orthogonal axes, as well as +/-360 degree motorized rotation. e. X-Y sample positioning via motorized and programmable 150 mm x 150 mm translation. f. Stage motion during measurement shall allow for multiple repeated measurements in single X and multiple stepped Y dimensions. g. Scan length: up to 200 mm with automatic scan stitching. h. Vertical measurement range: up to 1 mm i. The scan drive shall be capable of providing a baseline stability of ≤ 100 nm on a 50 mm scan. 3. MEASUREMENT HEAD: a. Stylus vertical displacement shall be measured by a Linear Variable Differential Transformer. b. Stylus force shall be capable of a range between 0.03 mg and 15 mg, controlled by software. c. Vendor shall provide one stylus with system, of radius 2.5 +/- 0.5 micrometer. d. Shall provide visual location of measurement stylus with manual/fixed focus. e. Shall allow sample thicknesses of up to 50 mm. f. Step height repeatability: < 0.5 nm, 1 sigma on nominal 100 nm vertical step height standard. g. Vertical resolution : ≤ 0.1 nm h. Sensor shall allow for large vertical range (up to 1 mm) and low force (down to 0.03 mg) simultaneously. 4. OPTICS a. The optics shall consist of a high definition color video microscope enabling the stylus to remain in view during the scan. b. A digital zoom shall provide a field of view from 1 mm to 4 mm. 5. SOFTWARE a. Windows 7 required to ensure capability with CNST's existing infrastructure. b. High speed 64-bit parallel processor shall be preferred. c. All data files must be exportable to Excel. d. Software shall provide for automatic leveling of acquired data. e. The instrument shall be capable of automated data collection of scans and maps at pre-programmed defined locations. f. Mapping: the software shall enable an unlimited number of 2D or 3D map locations in a single recipe while displaying the map image in progress in real time. g. The mapping patterns available shall include: i. Rectangular/Cartesian maps ii. Line scans iii. User-defined patterns CLIN 0002, Installation 6. The Contractor shall install the stylus profilometer in the CNST NanoFab clean room. Installation shall include, at a minimum, uncrating/un-packaging of all equipment, set-up and hook-up of all equipment, start-up, and demonstration of all required specifications. Technical personnel experienced with the system shall install the system and perform all activities necessary to ensure the stylus profilometer is fully functional and meets all required specifications. Delivery and installation shall be completed no later than 3 months after receipt of award. CLIN 0003, On-Site Training 7. The Contractor shall schedule and conduct training a 1-day training session for at least two NIST personnel, on-site at NIST Gaithersburg. Training shall include all aspects of instrument operation, demonstration of a quick and simple method of replacing the stylus within 1 minute and basis troubleshooting The training may be completed at NIST immediately after installation, however must not be completed not later than seven (7) days after installation. CLIN 0004, Warranty 8. The Contractor shall provide, at a minimum, a one (1) year warranty on parts and labor from the date of acceptance. Delivery and Installation: Delivery shall be FOB DESTINATION and installation of the system in the CNST NanoFab clean room shall be completed in less than 3 months ARO. 1352.246-70 Place of Acceptance: (a) The Contracting Officer or the duly authorized representative will accept supplies and services to be provided under this contract. All offerors should ensure the RFQ number is visible on the outermost packaging. Addendum to FAR 52.212-1, Quotation Preparation Instructions: 1. Price Quotation: The Offeror shall provide a firm fixed price FOB destination for each contract line item (CLIN). 2. Technical Quotation: The technical quotation shall address the following: Technical Capability: The offeror shall submit a technical description and /or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make, and model. The offeror must demonstrate that the equipment proposed fulfills each of the requirements by completing Attachment A. If the offeror cannot provide any particular requirement(s), this should be fully disclosed in the quotation. If applicable, evidence that the Offeror is authorized by the original equipment manufacturer (OEM) to provide the proposed equipment in the quotation should be included. 3. Relevant Experience: The Offeror shall demonstrate the extent to which it has manufactured, distributed, and installed similar equipment within the last five (5) years. 4. Systems Acceptance Testing Plan: The Offeror shall provide a system acceptance testing plan detailing its approach to testing the stylus profilometer. Acceptance of RFQ terms and conditions: This is an open-market solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. The quotation should include one of the following statements: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will beincluded in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. Award Determination: The award shall be made to the Offeror whose quotation offers the best value to the Government price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability, 2) Relevant Experience, 3) Systems Acceptance Testing Plan and 4) Price. All non-price factors, when combined are more important than price. 1. Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain requirement, NIST will determine that it does not. NIST will give preference to offerors who demonstrate that their proposed equipment exceeds NIST's requirements. 2. Relevant Experience: NIST will evaluate the extent of the Offeror's experience within the last 5 years manufacturing, delivering and installation of the stylus profilometer. 3. Systems Acceptance Testing Plan: NIST will evaluate the Contractor's approach to testing. 4. Price: NIST will evaluate price for reasonableness. Relevant Experience, Systems Acceptance Testing Plan and Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor. 1352.233-70 Agency Protests: (a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority.
