- This is a SOURCES SOUGHT announcement ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does no obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought announcement MUST be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses. See the attached Statement of Work, Specifications and brochure information. The North American Classification System (NAICS) code for this acquisition is 541310 (size standard to be considered small business is 15 Million). This inquiry must meet or exceed all of the specs in the SOW. Please provide a capabilities statement and exactly what you can provide compared to the SOW. Please include specs and pictures (if possible). Invoices submitted for payment of goods or services provided under this contract must contain, as a minimum the following information: (1) name of the business concern (2) invoice date (3) contract number or other authorization for delivery of property or services (4) Proper Purchase Order Number (5) description, price and quantity of property or services actually delivered or executed (6) shipping and payment terms (7) name where practicable, title, telephone number, and complete mailing address of responsible official to whom payment is to be sent, (8) other substantiating documentation or information as required by the contract (9) Invoice must be electronically submitted to the financial services center (FSC) using the VA approved methods as indicated below: VA's Electronic Invoice Presentment and Payment System-The FSC uses a third-party contractor, OB10, to transition vendors from paper to electronic invoice submission. A system that conforms to the X12 electronic data interchange (EDI) formats established by the Accredited Standards Center (ASC) chartered by the American National Standards Institute (ANSI). This is the X12 EDI web site (http://www.x12.org). STATEMENT OF WORK A.GENERAL INFORMATION 1. Title of Project: Legionella Water Testing and Reporting 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. Contractor will obtain water samples from the East Orange Facility, deliver to laboratory for testing and provide the results upon completion of testing. 3. Background: Per VHA Directive 1061, water samples shall be taken from multiple sources by a company representative from within the facility and tested for the following: A. Legionella B. pH C. Temperature D. Oxidant Residual 4. Performance Period: Firm - Fixed - Price - The contractor shall complete the work required under this SOW in 14 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor's proposal, the contractor's proposed completion date shall prevail. 5. Type of Contract: Firm-Fixed-Price STATEMENT OF WORK This testing is to cover the 3rd & 4th Quarter 2015 Sampling. Scope is to include 56 initial samples per quarter and an allowance of 15% resampling for positive tests. Per VHA Directive 1061, water samples shall be taken from multiple sources by a company representative from within the facility and tested according to the following parameters: 1. Legionella 2. pH 3. Temperature 4. Oxidant Residual 1. Legionella test samples shall be analyzed following the International Organization of Standardization ISO method 11731:1988(E) entitled "Water Quality - Detection and Enumeration of Legionella". Specialized testing is the only means by which to detect and enumerate Legionella. Test results require up to 14 days for confirmation. Potable water samples will be reported with a detection limit of 0.1 CFU/mL. 2. PH will be measured using a hand-held electronic HACH Pocket Pro+ Multi 2 Tester or equivalent. 3. Temperature will be measured using a ThermoWorks Thermapen or equivalent. 4. Oxidant Residual will be measured in Free Chlorine, Total Chlorine, or Monochloramine dependent on Water Safety Plan guidance using a HACH DR900 digital colorimeter or equivalent colorimeter.
