- DEFENSE HEALTH AGENGY HEALTH INFORMATION TECHNOLOGY DIRECTORATE (DHA HIT) MANAGED DESKTOP and VIRTUALIZATION SERVICES HT0015-15-R-0013 26 MARCH 2015 Introduction THIS IS A REQUEST FOR INFORMATION (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes and exploring alternative solutions and determining industry standards for operations and maintenance of Managed Desktop and Virtualization services as described herein. The Defense Health Agency Health Information Technology Directorate (DHA HIT) Infrastructure and Operations (I&O) Division consisting of medical Information Technology (IT) elements, provides full life cycle management support for information systems and services. The DHA HIT Engineering, Design, and Deployment (EDD) Branch provides research, engineering, design, system architecture and development, testing and evaluation services to the aggregate joint Army Medical, Air Force Medical, Navy Medical, and command elements, ensuring new system designs meet DHA and service medical business needs and integrate the supporting technology into the existing complex environment. The DHA HIT I&O Operations Support Branch (OSB) sustains the life cycle management support for information systems and services. As part of this service, Desktop virtualization is required to centrally manage the end user device environment for the military health system in the Pacific Northwest, with the possibility of expanding this service to additional sites. The exact makeup may vary from site to site. A modular approach is needed to enable DHA to adjust the tasks for the contractor based on the breakdown of work at any given site. As part of this requirement, DHA will be delivering this service through a combination of government and contractor resources, the exact make up of which may vary from site to site. The plan is to establish a contract mechanism through which the selected vendor will operate the service, provide engineering and other services, but will not establish or develop the framework. It is anticipated that the first requirement will be a smaller portion to enable the DHA lessons learned for a follow-on larger requirement that may include all DHA regions. Period of Performance - estimated start in July. Anticipates deployment to Pacific Northwest Region (PNW) this fiscal year. Place of Performance: Fort Sam Houston Texas but will deploy to regions as required. Managed Desktop Tier 2, will be distributed at Air Force medical locations. Purpose: This Request for Information (RFI) will provide DHA with information that will be used in determining a path forward in its goal of implementing Managed Desktop and Virtualization within DHA. The principle objective of this RFI is for DHA to receive information from industry to assist DHA in their managed desktop and virtualization requirement. Enclosed for comment is the draft Statement of Objectives. Industry comments are requested. Please use track changes. If needed, additional questions and comments must be submitted on a Microsoft Excel spreadsheet with the following headers and columns in the following order: Page No Paragraph No. Sentence (1st, 2nd, 3rd, etc.) Question/Comment Responses to the RFI must be received by 4:00PM Central Standard Time (EST) 16 Apr 2015 via email to Sarah.c.schauf.civ@mail.mil. Please allow time to respond to the inquiry. Comments and questions will not be taken via phone. All questions and comments must be provided by e-mail. Any solicitation resulting from the analysis of information obtained will be announced as required under the FAR section used for this procurement. However, responses to this notice will not be considered adequate responses to a solicitation All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, Request for Information or Solicitation for Planning Purposes is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on services available. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to the RFI will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Questions may be submitted up to the date and time for responses.
