- Notice is hereby provided of the Navy ™s intent to contract on a sole source basis with The Reed Group to provide BUMED with a much a needed subscription to the Disability Advisory Database. The Reed Group is the sole developer of the database and holds all data rights to use it. BUMED is responsible for providing care to service members, retirees and their dependents all around the world. To provide the clinical team with the necessary information, tools and protocols needed to help care for its beneficiaries, an enterprise subscription to evidence-based information is being procured. The database offers disability duration guidelines product and American College of Occupational and Environmental Medicine (ACOEM) practice guidelines that are unique in the marketplace. The MDGuidelines focuses on evidence based management of treatment using the ACOEM practice guidelines and return to work timeframes and is available on hardcopy, the web and CD-ROM format. To award this procurement to any other firm would be prohibitive from both a price and time standpoint, for any other firm to replicate the database and/or previously provided training, would thereby result in a detrimental impact to BUMEDs mission. Subsequently; the DON ™s requirements for the web-based database are based upon propriety data from the American College of Occupational and Environmental Medicine (ACOEM) Practice Guidelines developed by Reed Group. This contract to The Reed Group will allow BUMED to proceed with using the Occupational Health professions only web-based disability guidelines and clinical decision support tool. The Reed Group is the only vendor licensed to sell the ACOEM. This contract to The Reed Group will provide an enterprise subscription with unlimited seats for web-based access to the Reed Group ™s DisabilityGuidelines and American College of Occupational and Environmental Medicine (ACOEM) Practice Guidelines. This subscription will include all the tasks necessary to provide up-to-date information, manage access, customer support and performance reporting. Only The Reed Group has access to the DisabilityGuidelines and American College of Occupational and Environmental Medicine (ACOEM) Practice Guidelines that is required by BUMED to satisfactorily support this requirement. Subsequently, it is intended to negotiate a sole source contract in accordance with FAR Subpart 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. The period of performance for these services includes one annual base period with four annual options. This is not a request for quotes, instead interested parties may submit capability information in order to challenge this intent to go sole source with The Reed Group by 13 April 2015 to Shawn.Thomas1@navy.mil; however the final decision to process this requirement on a competitive vice sole source basis (as depicted herein) rests with the Navy.
