Description

This is a Sources Sought announcement, a market survey to be used for informational and planning purposes only. The intent of this Sources Sought is to identify potential qualified businesses and information received will not be disclosed outside of the agency. This is not a solicitation for proposals and no contract will be awarded as a result of this announcement. Naval Facilities Engineering Command Far East, Facilities Engineering and Acquisition Division (FEAD), Public Works Department Yokosuka, is seeking sources with current relevant qualifications, experience, personnel, and capability to perform a firm-fixed price, Design-Bid-Build contract to replace the Chiller Plant for HVAC Systems at B.1400, U.S. Naval Hospital, Yokosuka, Japan. The North American Industry Classification System (NAICS) Code is 238220, Plumbing, Heating, and Air-Conditioning. The estimated cost for this project is between ¥500,000,000 and ¥1,000,000,000. Interested sources must demonstrate capability in furnishing all labor, equipment, devices, and materials required to perform work that includes, but is not limited to, the following: 1. Complete replacement of Chiller Plant for HVAC systems to include chilled water equipment and distribution systems, cooling towers, chilled water piping, direct digital control (DDC) 2. Commissioning of new or modified HVAC systems. 3. Performing civil, architectural, mechanical, fire protection, electrical, communication and other related and incidental work valued at ¥300,000,000 or more or that which demonstrates experience with installation of units with a capacity of 500 tons or greater for HVAC systems. Interested sources are invited to respond to this Sources Sought announcement by using the form, provided under separate file, entitled Market Survey Questionnaire. All data received in response to this Source Sought Notice marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Please respond to this Sources Sought announcement by 5:00 p.m. (JST) on Sunday, 12 April 2015. You may e-mail your response to the attention of Ms. Scheherezade Roundtree, at scheherezade.roundtr@fe.navy.mil. Please annotate in the subject line, N4008415R0103 SOURCES SOUGHT RESPONSE: REPLACE CHILLER PLANT FOR HVAC SYSTEMS AT USNH YOKOSUKA. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a Sources Sought announcement, no evaluation letters will be issued to the participants. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. No telephone calls will be accepted requesting a bid package or solicitation. Respondents will not be notified of the results of the evaluation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. LOCAL SOURCE RESTRICTION This solicitation is intended for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation.
