Description
THIS IS A NOTICE OF AWARD OF A SOLE SOURCE CONTRACT AND NOT A REQUEST FOR QUOTES/PROPOSALS. The National Park Service, Channel Islands National Park, has awarded contract no. P15PX01131 on 4/6/2015 in the amount of $5,445 for the base year, and up to $22,695.00 total for two (2) additional option years to University of California, Davis for Island Fox Necropsies for a total period of three years. In accordance with FAR 5.301(d) and 6.305, this notice announces award of a non-competitive contract to University of California, Davis for Island Fox Necropsies. This is not a request for quotations or proposals. Any comments and questions regarding this notice may be directed to Lissa Kobeissi, Contract Specialist, at lissa_kobeissi@nps.gov JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000 (See FAR 13.106-1) Date: __3/11/15______________ PR Number: _0040196127____________ 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Channel Islands National Park has a requirement for necropsies of dead, radio collared island foxes from park islands. The contractor will perform such necropsies on island fox carcasses shipped from the park, in order to determine cause of mortality and morbidity in island foxes. Identifying mortality causes will help the NPS manage this endangered species. As the need for this service recurs annually, option items for two additional years of service have been built into the anticipated cost. 2. Sole Source Justification rationale (Check one and explain below): 1 FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements [41 U.S.C. 253(c)(1)]: The supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. 0 FAR 6.302-1(c) Only one responsible source and no other supplies or services will satisfy agency requirements - Brand Name Justification. [41 U.S.C. 253(c)(1)]: The use of such descriptions in the acquisition is essential to the Governments requirement, thereby precluding consideration of a product manufactured by another company. (NOTE: 6.302-1(c) - Brand Name or Equal requirements do not require a JOTFOC.) 0 FAR 6.302-2 Unusual and compelling urgency [41 U.S.C. 253(c)(2)]: The agencys need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. 0 Other Authority: _____________________________________ The California Animal Food Safety and Health Laboratory of the University of California, Davis, is the only laboratory which has performed necropsies of island foxes, and, for consistencys sake, it is important they continue to perform necropsies on park island foxes. The University of California, Davis, has a long history of studying mortality and morbidity in island foxes. In the 1990s, identification of predation and diseases as island fox mortality causes was facilitated by the work of Dr. Linda Munson, who led necropsies and other island fox investigations for close to 20 years. Under her leadership the universitys Veterinary Medical Teaching Hospital led island fox disease investigations investigating disease prevalence on all islands, the incidence of ceruminous gland tumors in Santa Catalina island foxes, novel parasites in San Miguel foxes, systemic mineralization on San Clemente, and amyloidosis and thyroid atrophy across all islands. Since Dr. Munsons untimely passing in 2010, island fox necropsy and mortality investigations have been led by Dr. Leslie Woods of CAHFS, also at University of California, Davis. The University of California, Davis has performed close to 1,000 necropsies on island foxes, and has the experience necessary to identify mortality causes in the species. No other labs have performed necropsies on island foxes. For these reasons we are developing this contract with CAHFS, to continue to investigate causes of mortality and morbidity of island foxes through necropsies of fresh island fox carcasses. In general, the NPS will provide the lab with fox carcasses from its radiotelemetry study, and the lab will perform necropsies and other associated work (such as histology and immunohistochemistry) to determine mortality cause, summarized in a necropsy report for each case. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: No market research was performed, because no other lab has the experience and track record that CAHFS has in performing island fox necropsies. No other lab has expressed interest in this. 4. If this is a determination for sole source, the Contracting Officer certifies: a.Only one source is available, or urgent and compelling circumstances exist. b.The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
