Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quote (RFQ) against solicitation number W912B-15-T-8002 for a commercial items acquisition for the purchase and installation a ground tactical data link product at the Alpena Combat Readiness Training Center, Alpena, MI. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-080 effective 02 Mar 2015. (iv) The North American Industrial Classification System (NAICS) Number is 334220 - Radio and television Broadcasting and wireless Communications Equipment Manufacturing, Small Business Size Standard 750 employees. (v) The proposed acquisition consists of the following Contract Line Items Numbers (CLINs): To be considered RESPONSIVE, offeror's must address all CLINs utilizing W912JB-15-T-8002 Proposal Bid Schedule. (vi) Description of requirements for the items to be acquired. The Contractor to furnish all hardware, software, installation, testing, and training necessary to provide 1 EA, Ground Tactical Data Link System (GTS) with the Battlefield Operation Support System (BOSS) to the Alpena Combat Readiness Training Center (CRTC), Alpena, MI. System must enable the operation and integration of Link-16 (AF, USN, USMC), SADL (ANG), and EPLRS (USAR) data links into a single coordinated environment that will allow the injection of LVC elements into the electronic battlefield. Specifically, the GTS must allow users to participate in a live network and to inject a simulated tactical situation. It should enable the user to interact with quote mark live quote mark network participants, and enable users to generate a simulated tactical scenario and quote mark play quote mark it over the quote mark live quote mark network. Additionally, the GTS system should enable users to monitor the network on the tactical situation display and control the operation of the Link-16 terminal remotely from the client workstation. It should allow for the GTS to be configured as the Net Time Reference (NTR) or as a network participant. NOTE: In order to receive consideration for a contract award, the offeror's proposed GTS system must be approved for use by the US Air Force datalink networks, and currently fielded and operational at an Air Force location. Deliverables include the following: 1)1 EA, Ground Tactical Data Link System Bundle to include all ancillary and miscellaneous equipment needed to make the system operational. 2)1 EA, nonexclusive software license for executable code at the operational site 3)Installation and Testing of all equipment 4)Training Certificate on all operation and maintenance requirements 5)1-year support agreement in addition to any standard warranty (vii) The requested delivery date for the above items is 30 Jun 2015. Please provide the cost of freight charges if applicable. Estimated Delivery Date if Different than Requested Date: ____________ (viii) Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items-(JUN 2008). Clause is amended as follows: -Offerors shall email their proposals to the following address: jonathan.bodus@ang.af.mil -Proposal must provide specifications and product narrative of how they will fulfill the stated requirements. Additionally, proposals will be outlined on company letterhead and organized in accordance with the schedule of deliverables. NOTE: for item #1, the GTS bundle will be detailed to list all major hardware and software components of the system along with their pricing information. -Proposals are due to the Contracting Officer NLT: 12 Apr 2015, 12:00pm EST. (x) Provision at 52.212-2, Evaluation-Commercial Items is amended to read: The Alpena CRTC is procuring this as a quote mark Best Value quote mark procurement in accordance with the following factors: -Technical Capability oSubfactors: Quality and Robustness of GTS System Complexity and Ease of Use on Threat Simulation Profiles Pilot training capabilities Compatibility with existing communication equipment Warranty -Price -Past Performance When factors are weighted, technical capability and past performance, when combined, are slightly more important than price.
