- Draft RFP Performance Work Statement Product List This is a DRAFT REQUEST FOR PROPOSAL for a commercial requirement on Dover AFB, DE. The government has a requirement for the attached consumable items mentioned in Attachment 2 and a combined storage/distribution solution. Currently, this requirement is being provided through a "Vending Machine" where items are dispensed as needed and the contractor monitors and replenishes the vending machine as it gets to its minimum quantity in order to support the daily maintenance operations of the 436 Maintenance Squadron. The vending machine is provided by the contractor and is responsible for its maintenance. The government pays monthly for this effort and the cost is based on the type and number of items removed from the vending machine that month. We are asking for proposals and recommendations (with pricing on Attachment 2) to meet this requirement. The Government intends to award a Firm-Fixed Price Contract and incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2005-80 and DFARS Publication Notice 20150406. Based on the results on this Draft solicitation, the appropriate North American Industry Classification System Code (NAICS) will be determined and its size standard. The official Solicitation will be posted on or about 15 May 2015 (estimated) based on the results of this Draft Solicitation. The requirement will be for a Base Period with Four Options. The performance period below is estimated: Base Period: 1 Oct 2015 - 30 Sept 2016 Option Year One: 1 Oct 2016 - 30 Sept 2017 Option Year Two: 1 Oct 2017 - 30 Sept 2018 Option Year Three: 1 Oct 2018 - 30 Sept 2019 Option Year Four: 1 Oct 2019 - 30 Sept 2020 Attachment 1: Performance Work Statement (dated 27 January 2015) Attachment 2: List of Consumable Items Contractors are encouraged to offer their most advantageous/best draft proposal. The contractor shall submit their draft proposal/recommendations (with pricing on Attachment 2) by 16 April 2015, 2:00 PM (EST) to the contracting office by email at Nathan.filson@us.af.mil, Shane.hilts@us.af.mil and Melvin.mitchell.1@us.af.mil. If this is not enough time, please propose a new date and time by 10 April 2015. Approval/Disapproval of a new proposed date shall be at the discretion of the 436 Contracting Squadron and shall be based off of the government's best interests. For questions about the requirement, please email them by 10 April 2015 as well. Currently the Basis for Award will be Lowest Price Technically Acceptable (LPTA). Past Performance evaluation is also part of the evaluation within the LPTA process. PART I - PROPOSAL Insert proposed unit and extended prices in Attachment 2. The extended amount must equal the whole dollar unit price multiplied by the quantity per month. PART II - TECHNICAL CAPABILITY The technical approach shall, at a minimum, be prepared in a format consistent with the evaluation criteria for award set forth in the addendum to FAR clause 52.212-2, of this solicitation. The Offeror shall provide sufficient detail (Capability Statement) to substantiate the validity of all stated assertions. To facilitate evaluation, the information contained in Part II should be specific, detailed, and clearly demonstrate that the Offeror has a thorough understanding of the requirement for the accomplishment of this offer. The Technical Proposal shall be a stand-alone document containing all information necessary for the Government to perform a complete technical evaluation.
