- AG-87BJ-S-15-0006 Project Title: Dakota Prairie Grasslands - Dakota Skipper Survey NAICS: 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) PSC: Other Special Studies & Analyses Description of Work: The objectives of this project are two-fold: 1) Survey for Dakota skipper (Hesperia dacotae) on the Dakota Prairie Grasslands (DPG), specifically the McKenzie Ranger District of the Little Missouri Grassland; and, 2) qualitatively characterize and map the extent of viable Dakota skipper at specified sites. The successful Contractor will survey the project area during optimal flight periods for Dakota skipper on the Little Missouri National Grassland, McKenzie Ranger District. Other Lepidopteran species will also be recorded, incidental to Dakota skipper. The successful Contractor shall furnish all labor, equipment (fully operated), supervision, transportation, operating supplies, and incidentals necessary to complete the work. All work shall conform to the terms and conditions and specifications outlined in the solicitation and any resultant contract. Project work includes the following items: BASE ITEM: Pasture 4, 6, and 9 • Task 1: Work Plan • Task 2: Survey for Dakota Skipper Habitat • Task 3: Survey for Dakota Skipper • Task 4: Final Report/GIS Data Deliverable ADDITIONAL ITEM 1: Pasture 3 and 5 • Task 1: Work Plan • Task 2: Survey for Dakota Skipper Habitat • Task 3: Survey for Dakota Skipper • Task 4: Final Report/GIS Data Deliverable ADDITIONAL ITEM 2: Pasture 14 and 1 • Task 1: Work Plan • Task 2: Survey for Dakota Skipper Habitat • Task 3: Survey for Dakota Skipper • Task 4: Final Report/GIS Data Deliverable Information applicable to the BASE ITEM and ADDITIONAL ITEMS 1 & 2: Work Plan: The Contractor will be provided with maps and GIS (Geographic Information Systems) files indicating areas likely to have Dakota skipper habitat that may be used for developing the work plan. Dakota Skipper Habitat Survey: The Contractor shall submit biweekly, one-page progress reports during contract performance, summarizing work accomplished. Lepidopteran (Butterfly) Survey [focusing on Dakota skipper species and recording incidental Lepidopteran species]: The Contractor shall submit biweekly, one-page progress reports during contract performance, summarizing work accomplished. Project Location: The project is located on the McKenzie Ranger District of the Little Missouri National Grassland in McKenzie County, North Dakota. Pasture 9 is located east of the North Unit of Theodore Roosevelt National Park and is adjacent to the Little Missouri River. Pastures 4 and 6 are mostly located between the Little Missouri River and Highway 16. Pastures 4 and 6 are east of the Little Missouri River; Pasture 4 is located directly west of the North Unit of Theodore Roosevelt National Park and Pasture 6 is south of Pasture 4. Pasture 3 and 5 touch Highway 16 and are adjacent to Pastures 4 and 6. Pasture 14 is in the Blue Buttes area northeast of Watford City. Pasture 1 is northwest of Sather Lake and is mostly between Highway 200 and Highway 68. A Firm-Fixed Price contract is expected to result from this solicitation. Pre-bid Tour: No pre-bid tour will be conducted. Interested parties may contact Meghan Dinkins at the Dakota Prairie Grasslands Supervisor's Office, at 701-989-7325, with questions or for directions to view the project site on their own. Contractors are urged to inspect the site where the work will be performed. Interested parties shall take reasonable steps to ascertain the nature and location of the project area and the work to be completed, as well as the general and local site conditions which can affect the work and cost of performance. Failure to take the actions described in this paragraph will not relieve the Contractor from the responsibility of properly estimating the difficulty and cost to successfully perform the work, or from successful completion of the work without additional expense to the Government. The solicitation will be available on approximately 21 April 2015, and can be downloaded from this website at that time.
