Vendors should review the recent attachments for details regarding this amendment (A001) THIS POSTING IS BEST VIEWED AT, HTTPS://FAACO.FAA.GOV, KEYWORD: Power Systems This is a Screening Information Request/Request for Offer (SIR/RFO)for the following requirement: The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Power Services Group (AJW-22), Oklahoma City, OK has a follow on requirement to replace, enhance and maintain existing power systems. This requirement includes project management, engineering design, installation and construction work for power systems; and power system ancillary equipment and structures. The primary purpose and effort of this requirement is electrical power systems installation and construction work in existing facilities that includes, but is not limited to, engine generators (20 kW to 1.0 MW); fuel tanks; fuel systems; uninterruptible power supplies, and battery strings (30 kVA to 500 kVA); Panelboards; switchboards; Heating, Ventilation, Air Conditioning (HVAC); equipment shelters; power cable distribution systems, remote maintenance monitoring systems; and miscellaneous electrical work. Work performed under this effort is almost exclusively replacement, enhancement and/or maintenance of existing power systems at operational facilities. The engineering services requirement includes: site surveys, coordination studies, and design specifications and drawings. Offeror must have capability of providing these services to the FAA anywhere within the 48 contiguous United States, Alaska, Hawaii, and United States territories. The SIR/RFO and model contract-DTFAAC-15-R-02838-and all additional documentation is attached to this announcement. Interested offeror s should thoroughly read the SIR and applicable attachments for guidance on preparing their proposals and to ensure a sound understanding of the specific work requirements. The Government seeks to award multiple contracts sufficient to meet the needs of the Electrical Power Systems Installation Services acquisition with a minimum of 60% of the awards to Small Businesses. Multiple ID/IQ contracts will be awarded with a one (1) year base ordering period along with four (4) one-year options, not to exceed a total five year ordering period. Contracts will be issued within the $362M ceiling limit inclusive of all multiple contract awards and all options exercised. Options will be priced and evaluated for award purposes as a part of the offeror's proposal in accordance with AMS 3.2.4-31 (April 1996). Two Tier Evaluation The evaluation will be conducted using a 2-tiered evaluation basis (approach). Tier 1 will be evaluated on a restricted basis for small business award. Tier 1 offers must demonstrate capability to meet Tier 1 requirements as specified in Section M.3. A best value determination for award will be accomplished for Tier 1 offers as a result of the Tier 1 evaluation. In order to be considered for award under Tier 1, offeror proposals must demonstrate capability to meet the following Tier 1 requirements: Either General National Air Space (GNAS) Power Systems, or Critical Power Distribution System (CPDS) sites, or both categories of work. Tier 1 Offerors may choose to submit proposal(s) for both categories of work or a single category to be considered for evaluation. Tier 2 evaluation will include evaluation of all small business offers not meeting the best value award decision under Tier 1; and other than small business proposals. Tier 2 will be evaluated on an unrestricted basis as specified in section M.3. At least one best value award selection will be made as a result of the Tier 2 evaluation. In order to be considered for award under Tier 2 (unrestricted award), offeror s need to demonstrate capabilities in both General National Air Space (GNAS) Power Systems and Critical Power Distribution System (CPDS) categories of work, in addition to demonstrating ability to manage and expedite multiple projects simultaneously. Separate technical proposals are required for the following two categories of work in accordance with the Statement of Work (SOW), (Section J, Attachment 1): Category 1 for General National Air Space (GNAS) Power Systems; and, Category 2 for Critical Power Distribution System (CPDS) sites. The level of experience required to work on CPDS Sites is greater than those at GNAS Power System sites. Offerors may choose to submit proposal(s) for both categories of work or a single category to be considered for evaluation. Offerors shall clearly identify technical proposal(s) as either General National Air Space (GNAS) Power Systems and/or Critical Power Distribution System (CPDS) Site. The North American Industry Classification System (NAICS) code and size effort applicable to this requirement: NAICS: 238210-Electrical Contractors and Other Wiring Installation Contractors. Size Standard: $14.0 million. Vendors are encouraged to pay particular attention to Sections L of the attached SIR for specific instructions on how to prepare and submit proposals. Section M of the attached SIR provides criteria on how proposals will be evaluated. Per Section L.4.8 of the attached SIR/RFO, Offerors shall have current or past customers complete a Past Performance Questionnaire, (Section J, Attachment 17), with Part Two completed. Past Performance Questionnaires shall be submitted in FAA format as provided in Section J, Attachment 17. Offeror s shall have current or past customers submit one questionnaire with Part Two completed, for each project submitted on Section J, Attachment 16. Questionnaires with Part Two completed shall be submitted directly to the Contracting Officer by the due date specified in the surveys. Per Section L.7 of the attached SIR/RFO; a pre-proposal conference will be held on Thursday, April 09, 2015, 2:00 Central (Oklahoma time) in the Security Command Center, Room 108.
