- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W22G1F508200AZ and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-80. The associated North American Industrial Classification System (NAICS) code for this procurement is 336212 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-04-08 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Richmond, KY 40475 The ACC RI ID - Blue Grass Army Depot requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: Straddle Carrier Semi-Trailer Specifications ?52,300 LBS. GVWR minimum ?Cargo Payload, 34,000 LBS. minimum ?Truck-Tractor fifth wheel connection with 45"-58" height range ?Four wheel independent air ride suspension ?Anti-lock brake system ?16.5"x7" S Cam ABS Brakes ?Clamp & secure side lift shoe rails with travel load locks ?Rear locking arm with red flag activated by travel load locks ?12 Gauge sheet metal, 4' high on lift shoe rails front to rear on both sides ?Expanded metal at front to prevent load shift ?All lift and clamp systems shall be hydraulic operated ?Hydraulic reservoir will be trailer-mounted ?Trailer length, 515" maximum ?Trailer width, 100" maximum ?Trailer height, 144" maximum ?Load height, 124" maximum ?Load width, 24" -62" ?Lift shoe height, 0"-24" ?Lift shoe width under cargo, 5" minimum ?Cargo length, 48"-408" ?Cargo travel Height, 12? minimum ?Carrying capacity shall be achieved by structural members having the characteristics of a bridge truss surrounding the pallets or cargo. When maneuvered by a truck-tractor, the straddle carrier semi-trailer shall be capable of: 1) backing over a row of unitized cargo resting on a skid or 4"x4" timbers on the ground, 2) clamp and secure the row of cargo with two side lift shoe rails, 3) lift the cargo from ground level to transport level, 4) securely lock the lift rails at travel height, 5) transport the cargo safely between pickup and drop sites. ?The straddle carrier semi-trailer shall consist of the following systems and components: a. straddle carrier body, b. side lift shoe rails, c. lift and clamp hydraulic systems, d. semi-trailer components. ?All components shall be commercial off-the-shelf available products that meet or exceed these specifications and comply with Federal Motor Vehicle Safety Standards applicable on the date of manufacture to non-military and non-export motor vehicle products except as specified herein. ?All trailer hydraulics shall be constructed as to be operated from cab-mounted controls and truck-mounted PTO. ?Data plate shall be attached to the front of the trailer to include all specifications and capacities and vehicle identification number. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. ACC RI ID - Blue Grass Army Depot is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
